世界最窮國進軍非洲盃

非洲盃資格賽最近重開，位於印度洋的島國葛摩（Comoros）和甘比亞（Gambia）取得決賽圈入場劵，這兩個國家將會首次參與決賽圈，確實可喜可賀﹗葛摩在1975年才從法國手中獨立出來，不過由於歷年飽受內戰所困，所以她曾經是世界上最貧窮的國家之一。
至於甘比亞則是非洲大陸面積最小的國家，這個位於西非海岸，三面被塞內加爾環繞的國家，面積不足臺灣島的三份之一，人口只有217萬左右，卻有機會參與大賽決賽圈。雖說是受非洲盃決賽圈從上屆開始擴軍至24隊參賽所賜，不過也要在超過50個國家之中脫穎而出，並非貧窮和國力弱小所能限制。

「安心篤數」的 Factcheck Lab 調查及報告，挖出更多蛛絲馬跡

之前因為連登仔 Object71 的發現，我又再寫文去廣傳，香港創科的「安心出行」篤數事件成為醜聞，被揭在 18 個與香港極少關係的國家的 Play Store 下載量排第一，有強烈證據顯示其有造假嫌疑。

創科局局長薛永恒雖然一再否認，並指香港人「到當地工作和留學，並把當地的手機也帶回香港，並且在現時下載了程式」，並形容有關情況「絕不出奇」，說法難以令人信服，無法清楚解釋為何「安心出行」app 會在百慕達及巴哈馬等地下載量排行榜高踞第一位。

之前查核，「安心出行」下載排名（健康與健身類別）第一的國家或地區包括：

1. 安提瓜和巴布達（Antigua And Barbuda）
2. 巴哈馬（Bahamas）
3. 貝里斯（Belize）
4. 百慕達（Bermuda）
5. 英屬處女島（British Virgin Islands）
6. 佛德角（Cape Verde）
7. 開曼群島（Cayman Islands）
8. 中國（China）
9. 斐濟（Fiji）
10. 幾內亞比紹（Guinea-Bissau）
11. 香港（Hong Kong）
12. 冰島（Iceland）
13. 澳門（Macao）
14. 密克羅尼西亞聯邦（Micronesia）
15. 尼日爾（Niger）
16. 巴布亞新幾內亞（Papua New Guinea）
17. 所羅門群島（Solomon Islands）
18. 特克斯和凱科斯群島（Turks and Caicos）

事件揭發後，「事實查核實驗室」（Factcheck Lab）做了一個很詳盡的報告，當中查核了我選用的網站數據，調查員在相同的網站上，亦能找到相同結果。而更有趣的是，調查員後來在另一個網站發現，「安心出行」亦曾經在以下國家的下載量排名第一！

2. 巴巴多斯（Barbados）
3. 不丹（Bhutan）
4. 乍得（Chad）
5. 剛果共和國（Republic of Congo）
6. 多明尼加國（Dominica）
7. 格林納達（Grenada）
8. 甘比亞（Gambia）
9. 聖克里斯多福及尼維斯（St. Kitts and Nevis）
10. 聖露西亞（Saint Lucia）
11. 利比里亞（Liberia）
12. 毛里塔尼亞（Mauritania）
13. 蒙塞拉特島（Montserrat）
14. 帕勞（Palau）
15. 塞舌爾（Seychelles）
16. 塞拉利昂（Sierra Leone）
17. 蘇利南（Suriname）
18. 聖多美和普林西比（Sao Tome and Principe）
19. 斯威士蘭（Swaziland）
20. 聖文森及格瑞那丁（St. Vincent and The Grenadines）

該報告的結論如下（數字編號為筆者所注）：

1. 經查核確認，LIHKG討論區帖文及薯伯伯準確引用Appfigures的數據，「安心出行」在18個國家／地區的Google Play「健康塑身」類應用程式排行榜中，在2月中開始排名急升，更一度升至榜首。

2. 薯伯伯質疑Apptrace數據不準確，理據來自該網的「Country Charts」數據顯示「安心出行」在香港排名太低，經查核確認屬實。

3. 另一方面，Apptrace的「App Data」頁面中顯示的「安心出行」數據跟Appfigures接近，包括在38個國家／地區（包括香港）一度升至榜首，以至在多個國家的排名走勢。

4. Appfigures、Apptrace、42Matters及AppFollow四個網站的數據均指向一個結論︰在多個國家／地區的Google Play健康類應用排行榜中，「安心出行」的排名一度急升至榜首，當中包括一些人口僅得數十萬甚至數萬的國家／地區。

5. 然而由於Factcheck Lab無法驗證各網站收集的數據，而且掌握下載數字的政府資訊科技總監辦公室指部分相關國家下載次數為0——Factcheck Lab同樣無法核實此說法——目前Factcheck Lab對於「『安心出行』曾在多個小國的Google Play健康類應用程式排行榜升至榜首」的結論為「無法證實」。

另外，我留意到有人對該報告的評論結論，似乎對於報告中第 5 點有些質疑，甚至指控該報告是「維穩」（？），我就絕不能苟同。第一，外人確是無法驗證創科局公佈的「安心出行」app 下載是否屬實，此數據只向開發者公開，他們單方面公佈的數據是否屬實，我們無法驗證，所以 Factcheck Lab 指出「無法證實」創科局公開的下載數據時，是符合事實查核的原則。

而 Appfigures、Apptrace、42Matters 及 AppFollow 等網站的數據擷取方式，同樣是外人難以完全掌握，所以不直接下結論也是可以理解。但重點是，經過 Factcheck Lab 的獨立調查，目前指控「安心出行」有刷榜嫌疑的分析網站，已不只是 Appfigures 及 42Matters，還包括了 Apptrace 及 AppFollow 等，在這些網站上，均同樣顯示「安心出行」在不少與香港人關係較少的國家及地區，均在下載榜排名第一，有更多蛛絲馬跡指出有造假之嫌疑。

創科局一直只強調香港人用外國賬號下載香港的抗疫 app 「絕不出奇」，一時又只說沒有「委託」別人刷榜，但卻始終沒有正面回答有沒有刷榜造假行為。留意語言偽術，「沒有委託刷榜」並不等於「沒有刷榜」。

實驗室採用的查核方式及認真態度，值得學習，該報告篇幅較長，但絕對值得細閱。

I’ve been spending the last two or three weeks studying Wolof, a West African language spoken in Senegal, the Gambia, and Mauritania, and today I’ve come to Harlem to try it out in NYC’s Little Senegal neighborhood, including at the Malcolm Shabazz Harlem Market and the great Senegalese restaurant Le Baobab on 116th street.

If you haven’t had the opportunity to try Senegalese cuisine, I would highly recommend checking out the ceebu jën (also spelled thieboudienne) here, which is Senegal’s national dish! It’s also the origin of the popular Nigerian and Ghanaian dish “jollof rice” — the word “jollof” actually originally refers to Wolof!
