【鳴人堂 X 島嶼無風帶（阿潑）：菲律賓原住民的故事】
　　
7月2日，夜色深沈的夜晚，因為菲律賓軍方入侵、騷擾，民答那峨（Mindanao）至少424個家庭、2,000多名原住民逃離家園。一條長長人龍在山路上蜿蜒。這並非是他們第一次拋棄家園，2015年也曾在政府武裝部隊殺掉三名部落領導人後，四處疏散。避難，對他們來說，已經不算陌生。
　
這些原住民，名為Lumad。他們的聲音向來被掩藏在菲律賓主流社會之外，彷彿是一群無歷史之人。

今早在菲律賓馬尼拉，原住民組織到美國領事館抗議，要求軍隊和僱傭兵撤出原住民土地，要求起訴殺害原住民的兇手，反對採礦公司及伐木公司等入侵。抗議尾聲，警方突然下令鎮壓，更有指揮官命令警員駕車衝入人群亂撞。據報最少50人受傷，多人被捕，包括原住民代表、醫生、護士、health volunteer及一名記者。因此BAYAN Hong Kong and Macau 和 Hong Kong Campaign For The Advancement Of Human Right And Peace In The Philippines 將到菲律賓領事館抗議，要求革除該名指揮官及駕車警員職務及將之起訴，並釋放所有被捕者。

BAYAN Hong Kong & Macau condemns in the strongest terms the PNP's brutal dispersal of the protesting indigenous and Moro peoples outside the US embassy in Manila today.

We demand for the immediate release of the illegally arrested protesters in clear violation of the people's fundamental rights to assembly and to freely express their issues.

Specifically, we call on Pres. Duterte and PNP Chief Ronald "Bato" Dela Rosa to immediately investigate the culpability and criminal liability of Col. Marcelino Pedrozo of the Manila Police District who ordered the brutal dispersal, and police officer "Kho", the driver of the PNP mobile van who deliberately and repeatedly ran over the protesters, injuring scores. Appropriate charges should be filed against them and if found guilty, they should be punished, dishonorably discharged from duty and placed behind bars.

As per our BAYAN colleagues in Manila narrated, "the violent dispersal at the US embassy happened as the rally ended. There was absolutely no justification for it. The groups were preparing to leave. Even as president avowed an independent foreign policy, PH police forces still act as running dogs of the US. So far, 29 are confirmed arrested and at least 10 were brought to the hospital as they were run over by a police vehicle. Among those arrested were Lumad, a doctor, a nurse, a health volunteer and a media person."

It is alarming that while Pres. Rodrigo Duterte is still in his state visit in China, a series of violent attacks against indigenous peoples and their supporters are being committed by the AFP and the PNP. Just yesterday, the protesters were also dispersed with water cannons in front of the AFP headquarters in Camp Aguinaldo. Is this not part of a calculated plot to sabotage the ongoing peace negotiations between the GRP and the NDFP by the imperialist US and their attack dogs and anti-peace agents in the military and police? Whatever is behind these attacks, it is obviously in total disregard of Pres. Duterte’s expressed commitment for peace, independent foreign policy and respect for the rights of our indigenous peoples. The President should immediately act into this matter.

Meanwhile, we express our full support to our indigenous and Moro peoples who are uniting under the banner of SANDUGO, their newly-formed national alliance, in their struggle against land-grabbing, destruction of their ancestral lands, killings of their leaders and supporters, militarization of their communities and violations of rights to self-determination.

We support their demands for the immediate pull-out of the military and para-military troops from their ancestral lands, communities and schools and the immediate arrest, prosecution and punishment of the military and paramilitary personnel responsible for the killings of indigenous and Moro peoples around the country.

菲律賓南部民答那峨島上有許多原住民部落，他們自稱Lumad（宿霧語），有些是穆斯林，有些則是基督徒，因為許多移民前來開墾，原住民成為佔菲律賓人口約14%的少數族群。

在菲律賓政府許可下，外國採礦公司進入民答那峨島開發，雖然帶來工作機會，卻也破壞自然生態。菲律賓政府軍方以及民兵保護採礦公司，與抗爭的原住民發生肢體衝突。還有大型農業公司也進入開墾，造成四萬名原住民流離失所必須前往條件不良的庇護所，學校也關閉，孩童的受教權完全被剝奪。Michael Beltran也提到，菲律賓政府今年宣布將加強民答那峨島的軍事部署，目前已有三千至四千軍人在島上，保護當地的礦業開發公司。
