I’m here today to talk about our relationship with China and several new measures to protect American security and prosperity.

China’s pattern of misconduct is well known.

This week, China unilaterally impose control over Hong Kong security.

潛規則 (unspoken / unwritten / hidden rules ) & 企業文化

這篇在講企業文化。這是我凌晨時恰好收到一封朋友轉發的企業故事，心有所感，不睡寫完，先 schedule 好的一篇文。想說這幾天年假，我來發一些企業營運的觀察文。
.
每家公司都有自己「不能(好)明說」的規則。我不是說那種演藝人員求上位的那種「潛規則」 #那種有我也不知道怎麼說
.
我說的是，像棒球比賽那種「贏太多就不盜壘」這種比賽潛規則；或者是一家外商公司時，如果你今年很有把握業績成長到 10%，老闆可能希望你在年度目標寫 8%就好。
.
一來，要你留點 buffer，怕你過度樂觀，影響到資源的配置；二來，今年生意好，不能留點明年做嗎？不要一口氣做盡嘛！諸如此類的事，在一般企業裡非常多。
.
你可能會問，「蛤？有這種事？我有把握做 10%，我老闆都會叫我交 12% 的KPI 上去勒。」對，這種要交出「比預期之外還高的目標，也是一種潛規則。」這個時候就會養出兩種企業人的個性。一種是所以我還是寫 8%好了，免得老闆要無理的加到 10%；另一種是寫10%就10%，老闆加到 12%，背後自然有他的邏輯與道理。

又，例如說，如果你要寫一封 email。你要注意到能不能把「對方主管帶進來」。有的公司覺得要，這叫尊重主管；有的公司裡你不能亂帶主管進來，因為會讓受信方「覺得不被尊重，因為這件事情的權責在他不在主管。」

我常常在想：「一間公司的性格，其實就是這些規則與潛規則所架構起來的。」

最近有一個非公開的討論。我跟朋友在聊，到底什麼叫企業文化？
.
後來我說，我覺得企業文化的具體闡述，就是當一件某某事發生時，你希望員工會怎麼處理應對？我覺得這個過程就是企業文化的具體展現。員工會怎麼處理事情？一來是具體的規則怎麼去形塑他們的作為 (有沒有規矩、有沒有意願照規矩做事？一家公司不照規矩做事又會怎樣？) 另外則是當公司推動某些事情需靠潛規則時，員工又拿了什麼非個人的、集體的標準來推動事情？

我認為這些具體的集合就是公司文化。
.
因此，推動文化的過程裡，我覺得就是在把「文化精神」說清楚的過程中，要不斷的建立文化典範 (即 stories) ，把這些精神直接用故事的方式去展現、傳播，讓後讓員工去看懂、意會後，成為他們行事準則。
