对于今天台湾被指控在国际社会上发动种族歧视攻击的言论,我要表达强烈的抗议。台湾向来反对任何形式的歧视,我们长年被排除在国际组织之外,比谁都知道被歧视和孤立是什么滋味。
借着今天这个机会,我想要邀请世界卫生组织谭德塞干事长(Tedros Adhanom Ghebreyesus)访问台湾,感受一下台湾人民如何努力在遭受歧视和孤立之中,坚持走向世界、贡献国际社会。
在世界各地,包括谭德塞干事长的家乡在内,都可以看到台湾的医疗人员和志愿工作者无私奉献的身影,台湾人不会用肤色、语言去区分他人,所有人都是我们的兄弟姐妹。台湾,从来没有因为无法加入国际组织,就减少对国际的支持。
疫情期间,台湾倾全国之力防疫,成绩也受到世界瞩目。即使世界卫生组织因为政治的操弄将台湾排除在门外,我们还是扛起国际社会成员的责任,主动援助口罩等防疫物资,给疫情严重国家的医护人员。
#TaiwanCanHelp,而且Taiwan is helping,这一点,从来不会因为国度或种族而有差别。
自由、民主、多元、包容,是台湾人坚信的价值,我们不会接受利用种族歧视的言论,来攻击不同意见的人。如果谭德塞干事长能抵挡中国的压力,踏上台湾的土地,就能了解到我们对防疫的努力,并且理解真正受到不公平待遇的,其实是台湾人民。我相信只有台湾的加入,世界卫生组织的拼图才会完整。

I strongly protest the accusations today that Taiwan is instigating racist attacks in the international community. Taiwan has always opposed all forms of discrimination. For years, we have been excluded from international organizations, and we know better than anyone else what it feels like to be discriminated against and isolated.
I want to take this opportunity to invite Director-General Tedros to visit Taiwan and experience for himself how committed the Taiwanese people are to engaging with and contributing to the world, even in the face of discrimination and isolation.
Taiwan’s selfless medical workers and volunteers can be found around the world. The Taiwanese people do not differentiate by skin color or language; all of us are brothers and sisters. We have never let our inability to join international organizations lessen our support for the international community.
Taiwan has poured all of its efforts into stopping the spread of COVID-19, and our achievements have received a great deal of attention from around the world. Despite being excluded from the WHO due to political manipulation, we have shouldered our responsibility as a member of the international community and taken the initiative to donate face masks and other supplies to medical workers in countries hit hardest by the coronavirus pandemic.
#TaiwanCanHelp, and the spirit of Taiwan is Helping has never been influenced by nationality or race.
Taiwan is dedicated to the values of freedom, democracy, diversity, and tolerance. We do not condone the use of racist remarks to attack those with different opinions. If Director-General Tedros could withstand pressure from China and come to Taiwan to see Taiwan’s efforts to fight COVID-19 for himself, he would be able to see that the Taiwanese people are the true victims of unfair treatment. I believe that the WHO will only truly be complete if Taiwan is included.

在六月二十六日的立法會會議中,作為香港中文大學校友的梁美芬女士稱「中文大學是中國人的大學」,並謂「任何違反國家利益的事都違背中大精神」。我等對梁美芬女士扭曲中大歷史、貶低中大精神之言論表示強烈遺憾。
我校之所以命名為「香港中文大學」,是因為我校以傳揚中華文化為己任,並希望提高中文於殖民地時期的地位。我校創校校長李卓敏博士曾於1978年中大第十九屆頒授學位典禮上解釋道,中文大學是指「傳揚中國文化的大學」,而當中的「中國」絕非指共產黨建立的「中華人民共和國」。1949年後,大批難民為了逃避共產政權之魔掌由北方湧入香港,包括中大的創校先賢。他們之所以創建中大,正為了抵抗中共的文化破壞,希望為中華文化留下一點命脈,而新亞書院創辦人之一錢穆先生就曾把中大比喻為「中華文化花果飄零到香港的最後種子」。因此,中大絕非梁所指的「中國人的大學」,更非維護中華人民共和國利益之大學。恰恰相反,中大是為了抗共而生。
梁美芬女士作為中大校友,甚至曾任聯合書院學生會會長及中大學生會幹事,竟對創校歷史背景一無所知,實在枉為中大人。梁擅自把中文大學與「中國人的大學」畫上等號,甚至把中大精神貶至維護國家利益,於議事堂上大言不慚,實在不知所謂,亦是對我校眾創校先賢之侮辱。「人必自侮然後人侮之。」作為中大人,我等強烈譴責梁美芬女士愚昧無知之言論;作為香港人,我等以有質素如此低劣的代議士為恥。
中大多年來致力提升學子之人文關懷及公民意識,培育出一代又一代關心香港、積極參與社會運動的中大人。每一場的民主運動,包括當下的「反送中」運動,中大人從不缺席,正正表現出中大人守護香港之決心。偏偏梁在中共政權下搖尾乞憐,處處出賣港人,其所作所為令人不齒,我等恥與為伍。
我校創校先賢正是懷着對自由的渴求、追求真理的精神,千辛萬苦創建了中大,作為中大學生,我等定必竭力捍衛我城之自由,以一己努力改革社會,不辜負前人的期許。

In a Legislative Council meeting on 26 June, CUHK alumna Ms. Leung Mei-fun Priscilla claimed that the Chinese University of Hong Kong is a “university for Chinese people”, and “anything against national interests is also against the spirit of CUHK”. We strongly condemn Ms. Leung’s distortion of CUHK’s history as well as her disrespect for the CUHK spirit.
Our school was named “the Chinese University of Hong Kong” because it took the promotion of Chinese culture as its responsibility, with the objective of elevating the status of Chinese as a language in the colonial times. Founding Vice-Chancellor Dr. Li Choh-Ming explained this in 1978, at the 19th CUHK Congregation for the Conferment of Degrees, that the Chinese University of Hong Kong is a university that promotes Chinese culture, and ‘Chinese’ in this context has not in the slightest to do with People’s Republic of China established by Chinese communists. After 1949, a large number of refugees flooded to Hong Kong in order to escape the northern communist regime, including founders of CUHK. They specifically established CUHK so as to withstand Chinese Communist cultural invasion, hoping to preserve the lifeline of the Chinese culture. New Asia College founder Dr. Chi’en Mu described CUHK as “the final seed of the Chinese culture drifted to the soil of Hong Kong”. Therefore, CUHK is nothing close to what Ms. Leung claimed to be as an institution protecting the national interests of the People’s Republic of China. In contrast, CUHK was established to fight against Chinese communism.
As an alumna of CUHK, as well as former United College Student’s Union President and former CUSU committee member, it is absolutely disgraceful how ignorant Ms. Leung is. Her false and loathsome claims were terrible insults to our founders. One loses one’s respect from others because one has no respect for oneself. As CUHKers, we strongly condemn Ms. Leung for her idiotic comments, and are shameful to have her as a Legislative Councillor.
CUHK strived to promote the spirit of humanism and social consciousness over the years, nurturing generations of CUHKers who love Hong Kong and participate in social movements, including the “No Extradition to China Movement” taking place at the moment. CUHKers have never been absent in these events, which demonstrates the courage and willingness of CUHKers to protect and contribute to their home. Despite so, it is unfortunate that the likes of Ms. Leung exist among us, wagging her tail begging for mercy from a tyrannical regime.
The founders of CUHK established our alma mater seeking for freedom and longing for truth, CUHK students should do whatever it takes to protect our freedom, so as to meet our predecessor’s expectations.

On April 10, 1979, the Taiwan Relations Act was signed into law after being passed by the U.S. Congress the month before, in response to President Jimmy Carter’s decision in January 1979 to establish official relations with the People’s Republic of China and sever diplomatic ties with the Republic of China (Taiwan). At the time, Taiwan was not yet a democracy, with a population of 17 million and a GDP per capita of $1,958―a flickering candle in the storm of the Cold War.
1979年4月10日,就在美國國會通過後一個月,台灣關係法經簽署成為(美國國內法)法律。台灣關係法係回應卡特總統在1979年1月決定與中華人民共和國建交而與中華民國斷交。當時台灣尚不是個民主國家,人口僅1,700萬,GDP僅1,958美元,可以形容為冷戰風暴中的殘燭。
The Taiwan Relations Act mandates the U.S. commitment to peace, security, and stability in the Western Pacific. More important, it defines how the United States engages with Taiwan and ensures that our country has adequate defense capabilities to be free from coercion.
台灣關係法制定了美國對西太平洋地區民主、安全及穩定的承諾。更重要者,它定義了美國如何與台灣交往,並確保了本國能有適當的防禦能力,並從強脅中得到自由。
Against the backdrop of the Cold War, no one could have imagined that Taiwan would emerge as a beacon of democracy in Asia.

By embracing democratic values, the people of Taiwan took their fate into their own hands. The resilient Taiwanese defied all odds and kept making progress.

With steadfast support from our partner in democracy, the United States, the people of Taiwan transformed an authoritarian regime into a vibrant democracy and held their first direct presidential election by popular vote in 1996. Democratization was further consolidated four years later with a peaceful transfer of power from one political party to another. Then, in 2016, Taiwan broke through the glass ceiling by electing its first female president and a record number of women into the legislature.
藉由我們的民主夥伴美國所提供的穩健支持,台灣人民將一個威權政體轉型為充滿活力的民主政體,並且在1996年舉行首次總統直接民選。四年後,台灣的民主進一步鞏固,政權和平移轉。接著,2016年台灣打破看不見的性別限制,選出首位女性總統,女性國會議員數目也創新高。
Taiwan has also transformed itself from an aid recipient into a high-tech powerhouse featuring outstanding human capital, a rules-based market, and a sound legal framework that upholds property rights. Taiwan now ranks as one of the top 10 freest economies in the world and has become an important partner for many U.S. companies in the region and around the world.
台灣本身也從受援國轉型成為高科技重鎮,擁有著名的人力資源、法治市場及完善的法治架構並尊重智慧財產權。台灣目前為全球十大最自由的經濟體之一,且成為此區域及全世界許多美國公司最重要的夥伴。
Since I took office three years ago, Taiwan and the United States have stepped up our joint efforts to promote our mutual interests, such as religious freedom, media literacy, and fighting corruption, safeguarding our shared values in the Indo-Pacific region.
自從我三年前就任台灣總統職位以來,台灣與美國共同升高努力推動我們共同的利益,例如:宗教自由、媒體素養,並且對抗腐敗體制,保衛我們在印太地區之共同價值。
One lesson of the 20th century is that the forward march of democracy is not a given.

For the past 40 years, many members of Congress and successive U.S. administrations have honored the Taiwan Relations Act, making our partnership irreplaceable and shielding our region from increasingly aggressive anti-democratic forces. We stand together because we believe that the darkness and fear imposed by authoritarian regimes cannot withstand the light of democracy.
過去四十年來,許多美國國會的成員以及繼任的美國行政體系都對台灣關係法給予肯定,這部法案鞏固了台美之間無可取代的的合作夥伴關係,也讓我們在逐漸深化的反民主的侵略力量面前,得以捍衛區域安全。台美堅定站在一起是因為我們相信極權政權帶來的黑暗與恐懼將無法遮蔽民主照耀出的光亮。
The U.S. government has stood firm and responded to challenges to our partnership with determination and perseverance.
美國政府一直立場堅定並且以決心與毅力回應任何可能傷害台美關係之挑戰。
The U.S. Congress has consistently demonstrated bipartisan support for stronger ties with Taiwan through legislation like the Taiwan Travel Act, proof that the creativity and commitment that created the Taiwan Relations Act are still alive in Congress today.
美國國會持續不分黨派,以推動台灣旅行法等立法作為,展現他們對於加強台美之間緊密合作關係的支持。這是制定台灣關係法當年之創造力與承諾,仍然在美國國會活躍的證明。
Our shared commitment to democracy and freedom is something that people living under authoritarian regimes can never understand. Faced with the growing challenges to the rules-based order established after World War II, our partnership is more important than ever.
我們共同對民主與自由的承諾是生活在極權政權底下的人民所無法理解的。在二次世界大戰以來民主秩序所面臨的挑戰更加艱困之際,台美之間的夥伴關係無比重要。
Taiwan has survived and thrived under the most challenging circumstances of the 20th century. The people of Taiwan have not given in to the fearmongering of authoritarian regimes and never will. At this critical juncture, we celebrate and reaffirm our partnership with the United States and look forward to the next chapter in our success story.
二十世紀以來,台灣從最艱困的環境下生存下來並且蓬勃發展至今。台灣人民從不也永不向極權的政權屈服。值此重要的關頭,我們與美國共同慶賀並且更加確定彼此的關係,並且展望在未來的歷史中,成功寫出一頁新的篇章。
As president of this beacon of democracy, I am committed to fighting the good fight. I will continue to work with our friends in the years ahead to create a better world for future generations and a more open and free Indo-Pacific and beyond.
