【學生媒體有權採訪 毋須警方批准】—大專學生媒體就警方自行「釋法」篩選媒體之聯合聲明

警務處昨日發信給四個媒體協會，稱「為協助前線人員執行職務，警方將修訂《警察通例》下傳媒代表的定義」。根據該修正案，只有在香港政府新聞處登記的媒體或國際「知名」媒體被會認定為合法媒體代表。換言之，一眾新興網絡媒體及學生媒體將不再被警方認可為「合法」媒體。

雖然是次修改為警方單方面的決定，並不等同香港正式實施記者發牌制度，然而司馬昭之心路人皆知，政府借發牌之名進一步打壓新聞自由、意圖阻止消息及資訊傳播。自反修例風波開始，警方多次抹黑記者，包括無理濫捕、於採訪現場阻礙記者拍攝工作等等。如今警方自行修改對「傳媒」的定義，可謂精心部署、設法針對一眾新聞工作者。

事實上，我們亦曾在衝突現場捕捉主流鏡頭未及的畫面，多角度地呈現事件。現時警方此舉，是試圖以「行外人」的身份進一步箝制新聞自由，不禁令人質疑是針對對政權不利的消息。

作為有民意授權的大專學生媒體，我們堅定拒絕警方對媒體所的「新定義」。除了是因為在不公義不民主的制度下，我們根本沒有能力議價，亦是因為「今日割五城、明日割十城」，當每幀能還原「真相」的照片及畫面「被消失」，市民對政權的不信任和恐慌只會一直蔓延。

我們在此再次重申，記者從沒有真假之分，亦不需要憑《警察通例》判別，警方肆意修改《警察通例》意圖阻礙傳媒的舉動行若狗彘。在紛亂的時代下，我們會繼續謹守崗位、繼續報導、繼續拍攝，以最謹慎的態度處理每篇報導，力臻完善。香港曾享有的新聞自由已逐漸被吞噬，極權打壓媒體意圖掩蓋事實真相，但我等矢志不屈，不會向極權低頭。正如George Orwell曾言：「In a time of universal deceit, telling the truth is a revolutionary act. 」如果恪守原則，報導真相在極權眼中就是反抗，那我們一定會抗爭到底。
