美國國務卿布林肯於7月1日發布了《2021年人口販運問題報告》，今年的報告聚焦於過去一年來，全球疫情如何使更多人面臨遭受人口販運的風險，以及疫情如何削弱政府及公民社會應對人口販運的機制。台灣和美國皆嚴肅看待人口販運的問題，並努力不懈對抗這項令人髮指的犯罪行為，也因此台美連續12年維持第一列的評等。雖然評比結果獲得肯定，但雙邊仍存在嚴重的問題有待解決：美國面對的是兒童獨自跨越南方邊境等移民程序問題，而台灣則必須積極應對移工的議題，尤其是漁業的移工。讓我們持續攜手合作，共同克服全球疫情，消滅人口販運！

Taiwan and the United States were both rated in the top tier for the twelfth consecutive year, for each side’s serious and continuing efforts to fight this heinous crime. But there were still serious problems: for the United States, in our immigration procedures, particularly for unaccompanied children crossing our southern border, and for Taiwan, in dealing with migrant workers, especially in the fishing sector. 【從口譯員看蔡英文勝選國際記者會】

剛剛才看完本次大選的國際記者會
許多外媒紛紛提問的狀況下
不知道大家有沒有注意到
其實，在現場就有專業的中英口譯在哦！

身為職業口譯員的一份子
希望大家可以更理解口譯這個工作
就讓我以口譯從業人員的角度
跟大家分享一些想法吧！

今天的介紹與討論
主要討論針對在兩個部分
「口譯專業」以及「口譯形式」

要聊到「口譯專業」這方面
就不得不提一下近來讓口譯這件事
給大眾認識的「口譯哥」

2016年，因為國際記者會
大家認識了「口譯哥」趙怡翔先生
當時引爆熱議的主題除了
「讓人耳朵懷孕的好聲音」
還有帶起了口譯內容優劣
與口譯專業度的討論

基本上，口譯專業三大元素是
1. 流利雙語聽說能力（基本但很重要）
2. 口譯技巧（包括筆記、記憶與轉換技巧）
3. 背景知識（平日的知識累積，以及專為本次翻譯任務所做的準備工作）

一般來說
有接受過翻譯研究所專業訓練的譯者
在熟悉背景知識且有充分資料的情況下
在高壓環境仍能穩健清晰傳遞訊息

16年的「口譯哥」趙先生雖非科班出身
但雙語流利，且時任民進黨國際部職位
所以顯然背景知識充足
不過比起專業口譯員，自然較不熟悉口譯技巧

今年的呢？共有兩位口譯員
外界不少人知道
翻譯的女聲，是出現在畫面中司儀台的
蔡辦發言人，連翊婷小姐

而男聲的口譯員畫外音
據知情人士分享，是我非常尊敬的老師
口譯界前輩，范家銘老師

老師在台大翻譯碩士學程任教
是AIIC國際會議口譯員協會的成員

會議口譯（conference interpretation）
通常是口譯工作中
語域（register，用語正式程度）最高的場合
國際記者會正是會議口譯的範疇

綜合以上，本次記者會的口譯員人選
延續了前次一位熟悉國際聯絡事務的同仁
不同的是加入了專業口譯員

「口譯形式」方面：

16年和今年同樣採用逐步口譯形式
（consecutive interpretation，CI）
且本次記者會中訊息段落長
應是搭配筆記輔助記憶的長逐步（long CI）
而不是講者一兩句就換成口譯翻的
短逐步（short CI）

不過我很想建議之後開國際記者會可採用
同步口譯形式
（simultaneous interpretation，SI）
能節省時間，允許更多國際問答增加交流

採用同步口譯形式時，講者不需停頓等待口譯
講者持續講，口譯近乎同步地「同時聽與說」
以另一語言追上講者的訊息

比起逐步口譯只需要麥克風
同步口譯需要多些設備配合
底下附上的影片就是常見同步口譯的配置
影片是浩爾對著麥克風發話
需要聽口譯者則要配戴耳機，使用接收器
調到需要收聽的語言頻道
（以此記者會為例會有中文頻道和英文頻道）
即可收聽口譯

通常會是兩位口譯員搭擋
約每15分鐘換手一次，避免大腦超載

雖然會需要多些設備成本
且需要聘用兩位專業口譯員
（小知識：口譯時收聽者越多，就需要越多耳機以及接收器，租金自然也相對越高）

雖然要增加數萬元預算
但綜合考量，可提升現場交流順暢度及效果
誠心建議將來各家國際活動可採用同步口譯形式
（線上直播也可以拉不同音軌，分別是中文頻道和英文頻道）

一般人除非辦理或參加過國際會議
否則應該不會接觸到
也不會深入了解同步口譯如何運作

平時我們工作常常啼笑皆非的是
明明我們都在同步口譯了
台上主持人卻似乎不知情
又再口譯一遍

可能是因為口譯員不在台上
存在感較低的緣故
不過這例子只是凸顯大家的不了解
