Francis Fong Po-kiu, honorary chairman of the Hong Kong Information Technology Federation, welcomed the intention to set up IT labs in secondary schools but is concerned whether the OGCIO can support all institutions under the program.
"The Education Bureau should play a bigger role," he said. "It's not a simple issue of giving them money to buy software and equipment. The bureau should design syllabuses and courses relevant to IT topics."
He said the government needs a long-term plan to train and retain talent and suggested providing incentives for IT giants like Facebook and Google to set up offices in the SAR. "There are many IT companies in the SAR, but most are start-ups. We need big firms to give talent an appealing career path," he said.
