以「促進全球人權改善、守護人權」為宗旨的聯合國人權理事會（UNHRC），在10月13日完成成員國席次例行改選。

被國際人權組織視為人權記錄惡劣的中國、俄羅斯及古巴，皆成功入選聯合國人權理事會。不過，中國的本次得票結果與上屆2016年相比下降了約兩成。

▪️🇺🇸蓬佩奧批為「暴君們的勝利」

10月14日，蓬佩奧在國務院記者會上表示，「中國、俄羅斯和古巴在人權理事會上贏得了席位，這是暴君們的勝利，讓聯合國丟臉。這也是我們離開（人權理事會）的原因，在川普總統領導下，這樣的組織美國根本不會參加。」

美國在2018年6月退出聯合國人權理事會，批評該組織存在「政治偏見」。

▪️🗣趙立堅：一條「中國特色人權發展道路」

中國外交部發言人趙立堅14日在記者會上，反擊蓬佩奧指控是「荒謬的」。趙立堅稱中國「成功走出一條中國特色人權發展道路」。

這條中國特色的人權道路卻讓世界深感不安。

10月6日，包含德國、英國、美國在內的39國駐聯合國外交官發表聯合聲明，批評中國侵犯維吾爾穆斯林的人權以及打壓香港的自治。各國際人權組織也齊聲批評，其中，非政府組織「聯合國觀察」的執行董事諾伊爾（Hillel Neuer）諷刺人權理事會能讓中國、俄羅斯等獨裁政權當選，就像是「找縱火犯加入消防隊」。

▪️觀察家：👨🏻‍✈️中國「獨行獨斷」讓西方國家不安

在13日的人權理事會投票中，中國得票數從2016年的180票下降至139票。

「這是對中國在聯合國聲望的象徵性打擊，對美國來說則是是一個小小的勝利。」國際危機組織（International Crisis Group）駐聯合國代表高萬（Richard Gowan）告訴自由亞洲電台，「中國得票數的下降可能反映了一個事實，即許多歐洲國家和其他美國盟國對中國在聯合國漸增的獨斷專行，感到越來越不舒服。」

高萬觀察到聯合國成員國對中國態度的轉變，他特別點名德國在內的歐洲國家。「過去的幾年中，中國在聯合國已經信譽大失。」

▪️👀中國如何利用人權理事會？

2019年7月，聯合國人權理事會的22個以西方為主的成員國聯名發出一份聲明，批評中國在新疆地區大規模拘押維吾爾族等少數民族。

中國迅速拉了來自亞洲、非洲、中東和拉丁美洲的37個國家簽署了一封贊揚中國「為國際人權事業作出的貢獻」的信，宣稱中國讓新疆變得安全和幸福。

2020年，當批評中國新疆政策的聯署國上升到39國，中國繼續拉了包含俄羅斯、敘利亞、朝鮮、委內瑞拉與古巴在內的國家，稱「堅定支持中國在新疆採取的反恐和去極端化舉措」。

高萬（Richard Gowan）告訴本台，他認為中國仍會繼續利用人權理事會向特別是非西方國家施加壓力。他擔憂，這可能導致聯合國在人權問題上進一步兩極化。

While Chinese MFA Spokesmen Zhao Lijian claimed its “a path of Human Rights development with Chinese Characteristic.”

UN Director at @crisisgroup, Richard Gowan, told RFA, "The decline in China's vote probably reflects the fact that a lot of EU countries and other U.S. allies are increasingly uncomfortable with China's growing assertiveness at the UN. "

However, Gowan expects that China will continue to lobby and pressure non-Western states to back its positions, "which may contribute to a further polarisation over human rights issues at the UN."

15 years ago, I made the decision to return to Hong Kong — to work, settle down, get married, start my own business — and changed the course of my life. Today, I made, yet, another life-changing decision: I have decided to run in the Legislative Council (Information Technology Functional Constituency) Election.
I am standing for election because I ❤️ Hong Kong, and hope I can do more for our Hong Kong.

近年，社會矛盾不斷、民怨沸騰，人民求變心切，但抗爭光譜差別大，趨兩極化。從雨傘運動到近日的旺角衝突，我們都見識到因對政權不滿而抗爭的力量有多大，影響社會的程度多廣。有人認為有意見應該透過合法、和平、理性、非暴力的方法表達，以求社會秩序諧和；有人直斥港英時代留下來的「和理非」已經不合時宜亦不奏效，認為應該適當運用武力；更多人於這兩極游走，宣示中立。究竟香港該如何取決未來抗爭方向、走出困局？

於三月一日(星期二)下午十二時四十五分到二時正於香港大學中山廣場舉行論壇，論題為「香港未來抗爭方向」。嘉賓講者包括(排名不分前後)公民黨黨魁、立法會議員梁家傑先生、青年新政發言人黃俊傑先生 、電影《十年》－《自焚者》導演周冠威先生以及勇武前綫友好組織成員、UmbrA成員MJ先生。

【Social Sciences Society Forum】

Hong Kong is under great struggle and discontent in recent years. People are demanding for changes, but the spectrum of resistance is extending towards the two ends and heading to polarisation.

From the Umbrella Movement to the battle of Mongkok, we witnessed resistance source from the rotten authority and the failed governance of the existing government. It provoked our reflection over the future direction and possible ways of resistance for the betterment of Hong Kong.

Some claimed that we should accept the authority and express opinions with institutional means and there is not necessary for resistance. Some suggested that concerns should be raised in a peaceful, rational and non-violent manner while some proposed that such manner prohibited from the British colonial period has been outdated and more radical ways must be adopted from the past failed experience of Umbrella Movement and countless peaceful expressions. Where should Hong Kong station at the spectrum?

The Social Sciences Society, HKUSU is held a forum on 1st March, 2016, from 12:45 p.m. to 2:00 p.m. at Happy Park in HKU. The title of the forum is “Future Resistance Path of Hong Kong”. The guest speakers are (listed in no particular order) Alan Leong Kah-kit, leader of the Civic Party and the Legislative Council Member; Kenny Wong Chun-kit, Spokesperson of Youngspiration; Chow Kwun-wai, director of “Self Immolator” in “Ten Years”; Mr Mj, member of the friendship organization of Valiant Frontier and member of UmbrA.
