美國政府交換計劃學友打造韌性社區，提升面對災害的應變能力！
2018年，台灣亞洲交流基金會與楊昊執行長提案的「建構亞洲韌性區域」獲得了美國國務院學友創新連結獎，這個計畫成功地展現了台灣在災難防治的領先地位，宜蘭的梅洲社區自主防災隊與社區居民也都透過計畫提高災難防治的準備，並展現出動員社區民眾來因應颱風與水患的極高效率。他們也透過年輕人運用數位平台的參與擴大計畫影響力。這個韌性計畫對面臨相似挑戰的國家都是一個成功典範。讓我們一起看看這項計畫如何延續影響力吧：https://www.youtube.com/watch?v=xPTf8-cGTBA

【Partners in HADR: Awareness – Resilience – Action】
U.S. program alumni are doing great work in the area of resilience! In 2018, Dr. Alan Yang and the Taiwan-Asia Exchange Foundation were recipients of U.S. Department of States’ Alumni Engagement Innovation Fund (AEIF). Their project “Building Resilient Communities in Asia” successfully demonstrated that Taiwan can play a leading role in the field of humanitarian assistance and disaster relief (HADR). They worked with the Meizhou Community Task Force in Yilan and community residents to enhance efforts in disaster prevention, demonstrating their ability to efficiently and effectively respond to typhoons and floods. They were also able to amplify the project through youth engagement on digital platforms. This resilience model now serves as a best practice for countries that face similar challenges. Nowadays the world faces many challenges that are transnational in nature. Building upon the robust U.S.-Taiwan cooperation in the Humanitarian Assistance and Disaster Relief (HADR) space, AIT’s “Partners in HADR: Awareness – Resilience – Action” campaign aims to raise public awareness and support activities that foster personal and community resilience within and beyond Taiwan.

Congratulations to the Meizhou Community in Yilan City and the Taiwan Asia Exchange Foundation (TAEF) on holding a great workshop last week. The event concluded their project “Building Resilient Communities in Asia”, which was developed by TAEF CEO Professor Alan Yang and supported by the U.S. Department of States’ Alumni Engagement Innovation Fund (AEIF) in 2018 . Featured in this project, the Meizhou Community Task Force for Disaster Resilience showed they have abundant experience and expertise on Humanitarian Assistance and Disaster Relief (HA/DR). Meizhou demonstrated their ability to efficiently and effectively mobilize the community to respond to disasters, especially typhoons and floods, in order to reduce damage and loss of lives. HA/DR has long been an area of cooperation between AIT and Taiwan. Through this AEIF-funded project, participants were able to share their successful experiences with many other local communities across Taiwan, as well as other regional countries, such as Thailand and Indonesia. มณฑลกว่างตง (กวางตุ้ง) รายงานผู้ป่วย COVID-19 รายใหม่ที่เดินทางจากไทย 2ราย

ขออธิบายก่อนเลยว่า "ที่อ้ายจงนำเสนอ ไม่ใช่จะบอกว่า ผู้ป่วยเหล่านี้ติดจากไทยหรือไม่ เพราะไม่ได้มีการฟันธงออกมา แต่ข้อมูลเหล่านี้เป็นการบอกให้เราระมัดระวัง และเห็นได้ถึงเส้นทางโรค รวมถึงทางไทยอาจจะมีการร่วมมือกัยทางจีนสอบสวนเส้นทางโรคเพิ่มเติมครับ ซึ่งตอนนี้อาจจะมีการดำเนินการแล้วก็ได้"

รายที่1: นักฟุตบอลชาวบราซิลของสโมสร Meizhou Hakkaในจีน พบว่าป่วยCOVID-19 หลังจากเดินทางกลับจากไทยเมื่อ 16มีนาคมที่ผ่านมา

ตามรายงานข่าวจาก 中国新闻网 ระบุว่า นักฟุตบอลชาวบราซิลรายนี้อยู่ที่ไทยตั้งแต่ 3 กุมภาพันธ์ และเดินทางจากกรุงเทพมหานครไปยังสนามบินกว่างโจวไป๋หยุน เมืองกว่างโจว มณฑลกว่างตง โดยเที่ยวบิน 9C6316 เมื่อวันที่ 16มีนาคม เวลาประมาณ 12.00น. ซึ่งเดินทางถึงกว่างโจว 16.00น.ตามเวลาจีน จากนั้นโดนกักตัวเพื่อเฝ้าระวัง เนื่องจากมีไข้

และโดนวินิจฉัยว่าเป็น COVID-19 เมื่อ 17 มีนาคม

รายที่2 : สาวจีนชาวกว่างตง วัย24ปี อาศัยอยู่ในกว่างโจว ได้เดินทางไปเที่ยวไทย เมื่อวันที่5มีนาคม โดยบินจากกว่างโจวไปกรุงเทพ ด้วยเที่ยวบิน SL901 ระหว่างอยู่ไทยได้บินจากกรุงเทพไปภูเก็ตด้วยเที่ยวบิน SL750 ,บินจากภูเก็ตกลับกรุงเทพ เที่ยวบิน SL1972

และบินจากกรุงเทพกลับกว่างโจว ในวันที่ 9มีนาคม ด้วยเที่ยวบิน SL900

จากนั้น 13มีนาคม นั่งรถไฟไปเมืองซีหนิง เขตปกครองตนเองกว่างซีจ้วง ด้วยเที่ยวรถไฟD3786 และวันที่15มีนาคม กลับมาที่กว่างโจวด้วยเที่ยวรถไฟD201

พอกลับมาถึงกว่างโจวในวันที่15 ได้เข้ารักษาที่โรงพยาบาลในกว่างโจวด้วยอาการเจ็บคอ,ปวดหัว โดยอุณหภูมิร่างกายวัดได้ 37.4องศา โดยจากทำCT scan ไม่พบความผิดปกติที่ปอด แต่ก็มีการตรวจเพื่มเติม

วันที่ 16 มีนาคม ผลตรวจออกมาว่าติดเชื้อ และทางแพทย์วินิจฉัยยืนยันออกมาในวันที่ 17มีนาคม ว่าป่วย COVID-19

Pork Belly with Preserved Vegetables aka Mei Cai Kou Rou in Chinese / Mui Choy Kau Yuk in Cantonese is a notable dish in Hakka cuisine. According to wikipedia, Hakkas are Han Chinese people whose ancestral homes are mainly in the hakka-speaking provincial areas of Guangdong, Fujian, Jiangxi, Guangxi, Sichuan, Hunan, Zhejiang, Hainan and Guizhou. My grandparents were from Meixian formerly known as Meihsien, a district of Meizhou City, in northeastern Guangdong Province, China. What about yours?

Ingredients:
Serves 6 - 8 pax

Ingredients for pork belly blanching step
====
420g of pork belly
1 thumb size ginger - sliced
1 teaspoon of white peppercorn
1.5 teaspoons of salt
1 piece of cinnamon bark
1 piece of bay
2 pieces of star anise
1/2 teaspoon of cloves

Marinade ingredients
====
2 tablespoons of oyster sauce
2 tablespoons of low sodium light soy sauce
1.5 tablespoons of Chinese cooking wine (Shaoxing Huatiao wine)
1 teaspoon of sugar
1 tablespoon of sesame oil
1/2 cup of water

Other ingredients
====
3 - 4 cloves of garlic
300g of mei cai / preserved vegetables
1 tablespoon of dark soy sauce (to marinate cooked pork)
Cornstarch solution (as sauce thickener)
