【🇫🇮芬蘭啟動緊急令防疫措施】

芬蘭宣佈進入國家緊急狀態，政府採取19項措施應對新冠病毒疫情

2020年3月16日，芬蘭政府決定採取更多的措施，以應對新型冠狀病毒疫情。這些措施的目的是保護人民，維護社會和經濟的運轉。這些措施將會持續至2020年4月13日。芬蘭政府與芬蘭共和國總統聯合宣佈，由於新冠病毒的爆發，芬蘭進入國家緊急狀態。

芬蘭政府和主管部門將根據《緊急權力法》、《傳染病法》和其他法律執行決定和建議。主管部門將根據其職責發佈進一步的指示。政府將於2020年3月17日星期二向議會提交實施《緊急權力法》的法令。

芬蘭政府將採取以下19項措施

1. 幼兒園和學前教育將繼續開放，確保社會關鍵職能部門員工的孩子得到照顧，父母能夠繼續工作。政府建議，有能力的家長和監護人應把兒童留在家中照顧。

2. 關閉學校，接觸式教學將被暫停。有兩種例外情況：將繼續為社會關鍵職能部門員工的子女提供學前班和1-3年級的接觸式教學；繼續為有特殊需求的學生安排接觸式教學，但有能力的家長和監護人應把兒童留在家中照顧。上述安排將於2020年3月18日星期三生效。

3. 代替接觸式教學，各級學校應提供盡可能廣泛的教學和指導方式，包括遠程學習、各種數字學習方式和解決方案，並在必要時進行自學。

4. 高中畢業考試（matriculation examination）將在2020年3月23日舉行，同時遵守衛生局的指示。

5. 限制10人以上的公眾聚會，並建議非必要時避免前往公眾場所。

6. 關閉所有國家和市級文化、娛樂和體育設施、青年中心、俱樂部、老年人日間護理服務以及康復設施。建議私營、第三方經營者以及宗教團體採取同樣措施。

7. 禁止探訪老年人和其他高危人群的護理住所。

8. 禁止探訪護理機構、保健單位和醫院。以下情況例外，兒童和重症患者的無症狀家屬、臨終關懷者的家屬、產婦的配偶或支持者的探視，將根據實際情況決定是否允許探訪。

9. 公共部門雇主將指示僱員，在可能的情況下在家辦公。

10. 作為一般准則，70歲以上人士須盡可能避免與他人接觸（隔離條件），但國會議員、國家領導人和地方政府的當選官員除外。

11. 提高公共和私營部門的醫療保健和社會福利服務能力，同時減少非緊急活動。必要時將動員私營部門的服務供公眾使用。同時，靈活處理法定期限和義務。

12. 提高新冠病毒的檢測能力。芬蘭國家衛生與福利局THL將在這方面提供支持。

13. 無論是公共或私營部門，重要人員可不受《工作時間法》和《年假法》的規定約束。

14. 將責成受過培訓的專業人員從事醫療保健、社會福利和內部安全工作，尤其是在必要時進行工作。

15. 為了防止嚴重威脅生命和健康，人員流動可能受到限制。

16. 為了公共衛生和健康安全，將遵守國際義務，立即為關閉芬蘭邊境做好準備。除芬蘭公民和居住在芬蘭的人員回返外，將盡快暫停前往芬蘭的客運。芬蘭公民和居住在芬蘭的人員不得出國旅行。建議在國外的芬蘭遊客立即返回芬蘭。北部和西部邊境將允許必要的就業和獲得其他必要服務的出行。貨運和貨物運輸將照常繼續。

17. 從國外返回的芬蘭人和芬蘭永久居民將被要求隔離兩周。

18. 從國外返回的人員需要離開工作場所兩周，並與雇主商定重返工作的日期。

19. 國防軍將確保其行動的連續性和準備，無論處於任何情況。其他部門將準備在必要時提供支持。

芬蘭總理馬林表示：「今天，政府制定了芬蘭應對新型冠狀病毒的進一步措施。儘管情況特殊，我們會克服這種情況。社會將繼續運轉，今天是這樣，明天也是一樣。我們將會一起共度時艱。芬蘭在不會像英國一樣實施「群體免疫」哇！ 最後要踩英國一腳，好過癮啊！🤣🤣🤣🤣🤣

芬蘭總統尼尼斯托在週一晚接受芬蘭國家廣播電台YLE訪問時表示，「這些措施都是為了保護芬蘭人。即使人們感到擔憂，他們也期待強而有力的決定。」

他還說道，「我們的生活方式將會有所改變，我們都需要彼此。當然，我相信我們會度過難關，但是也會有痛苦。這些經歷將會讓我們更加緊密地團結在一起。」

I am always motivated to see the impact of extensive reading on the mindset and personality of our young generation. In my view, intensive and passionate reading is the key to change oneself, otherwise we are going to be trapped in the prision of ignorance, rigidity and intolerence forever. We tend to create our own prison in this open world. Many do unfortunately.
