ถอดบทเรียน "เยอรมนีฝ่าวิกฤตน้ำท่วม"

วันที่ 12.07.2021 คือวันที่เกิดเหตุการณ์น้ำท่วมใหญ่ที่สุดครั้งนึงในประวัติศาสตร์เยอรมนีและประเทศข้างเคียงซึ่งส่งผลกระทบให้

- บ้านเรือนหลายพันหลายหมื่นหลังไม่มีไฟฟ้าใช้
- สิ่งปลูกสร้างและรถยนต์เสียหายร้ายแรง
- มีผู้ได้รับผลกระทบนับแสน, และเสียชีวิตเกือบ 200 ราย(ตัวเลขเฉพาะในเยอรมนี)

ซึ่งเหตุการณ์นี้กลายเป็นข่าวใหญ่ที่แม้แต่ในประเทศไทยเองก็ได้เห็นภาพของความเลวร้ายในเหตุการณ์​ครั้งนั้น

ซึ่งวันนี้พ่อบ้านจะมาขอถอดบทเรียนว่าเยอรมนีผ่านมันมาได้อย่างไรให้พวกคุณกันนะครับ

1. การไม่รวมอำนาจไว้ที่ส่วนกลาง

ด้วยความที่รูปแบบของการบริหารของประเทศเยอรมนีนั้น จะแยกบริหารกันอย่างชัดเจน, ทั้ง 16 รัฐ, โดยแต่ละรัฐมีข้อกำหนด, มีข้อกฎหมาย, มีนโยบายแตกต่างกันไปตามที่รัฐบาลท้องถิ่นจะบริหาร และแน่นอนว่าทีมกู้ภัยและดับเพลิงก็เช่นกัน

ซึ่งข้อดีตรงนี้ก็คือรูปแบบการบริหารแบบนี้ทำให้รัฐแต่ละรัฐนั้นไม่ต้องรอการตัดสินใจจากใครมากนัก เพราะมีอำนาจตัดสินใจได้ด้วยตัวเอง

จึงสามารถระดมทีมช่วยเหลือของรัฐและเมืองต่างๆ สามารถเข้าไปช่วยสนับสนุนได้อย่างและแก้ไขเหตุการณ์​ได้อย่างรวดเร็ว (เรียกได้ว่าถ้าดูในภาพข่าวเราจะเห็นรถดับเพลิงของหลายเมืองเลยที่เข้าไปช่วยลงพื้นที่ครับ)​

2. ความไวของการช่วยเหลือของภาครัฐ

คุณคิดว่าการอนุมัติงบประมาณช่วยเหลือน้ำท่วมใหญ่ขนาดนี้จะต้องใช้ระยะเวลาเท่าไหร่?

เชื่อมั้ยครับว่าเยอรมนีนั้นอนุมัติเงินช่วยเหลือมากกว่า 400 ล้านยูโร หรือมากกว่า 15,000 ล้านบาทภายในระยะเวลา 9 วัน หรือภายในวันที่ 21 ก.ค. เท่านั้น

ถึงแม้ว่าจะมีเสียงวิพากษ์วิจารณ์​ว่าค่อนข้างน้อยไปนิดแต่ส่วนตัวพ่อบ้านมองว่าถ้าในแง่ของความไวแล้วก็ทำได้ด้วยดีพอสมควร

และนอกจากนี้รูปแบบของการช่วยเหลือนั้นก็มีหลากหลายรูปแบบ แต่ส่วนที่พ่อบ้านชอบที่สุดก็คือการสนับสนุนในรูปแบบเงินแก่ธุรกิจที่ได้รับผลกระทบทั้งในรูปแบบของเงินสนับสนุนฉุกเฉิน และเงินให้กู้ที่ดอกเบี้ยต่ำมากและให้กำหนดระยะเวลาคืนที่นานพอสมควรเลยทีเดียว

3. ความร่วมมือร่วมใจกัน ทั้งภาครัฐและเอกชน

จากเหตุการณ์​ดังกล่าว เราได้เห็นภาพของความช่วยเหลือที่รวดเร็วมากๆ จากทุกหน่วยงาน ไม่ว่าจะเป็นมูลนิธิ, หน่วยงานภาครัฐ, หน่วยงานเอกชน จนไปถึงแม้กระทั่งหน่วยงานไทยในเยอรมนี อย่างเช่นสถานกงสุล, วัดไทย ก็ให้ความช่วยเหลือและปรับพื้นที่เป็นศูนย์ช่วยเหลือผู้ประสบภัยอย่างรวดเร็ว เรียกได้ว่าทุกภาคส่วนนั้นมีส่วนร่วมในการช่วยเหลือเป็นอย่างดี

โดยความช่วยเหลือนั้นจะมาทั้งในรูปแบบของ

- การส่งทีมกู้ภัยเข้าไปช่วยเหลือ
- การเข้าไปช่วยฟื้นฟูธุรกิจ(ดั่งที่เราได้เห็นจากโครงการที่นำไวน์ที่โดนน้ำท่วมมาขายและเพิ่มมูลค่าจนเป็นของสะสม)
- การบริจาคเงินที่รวมกันแล้วนับหลายล้านยูโรจากทั้งบริษัทและภาคประชาชน
- การบริจาคสิ่งของฉุกเฉินเข้าไปช่วยเหลือผู้ประสบภัย

ทั้งหมดนี้ก็ถือว่าเป็นสิ่งที่ช่วยบรรเทาทุกข์​ ได้ดีไม่น้อยเลยทีเดียว

4. ความบกพร่องของระบบการเตือนภัย

ถึงแม้ว่าที่เยอรมนีจะมีระบบการเตือนภัยทั้งในรูปแบบ ไซเรน, SMS หรือ App และมีการซ้อมอยู่เป็นระยะๆ แต่จากเหตุการณ์​นี้ทำให้รู้ได้เลยว่า มีจุดบกพร่องที่ต้องมาแก้ไขอีกพอสมควรเลย

ซึ่งนอกจากมีระบบหลายจุดนั้นเมื่อเกิดเหตุการณ์จริงแล้วกลับไม่มีประสิทธิภาพเท่าที่ควร และต้องยอมรับว่าน้ำมาไวมากจริงๆ จนหลายๆ คนนั้นไม่สามารถเก็บของได้ทันเลย

แต่ก็ดีที่ยังถือว่ามีบางส่วนที่ได้รับการเตือนภัยอยู่ไม่น้อยเลยนะครับ ซึ่งแน่นอนครับว่าหลังจากนี้เยอรมันคงจะต้องทบทวนและปรับระบบเตือนภัยกันยกใหญ่เลยทีเดียวครับ

5. การทำประกันอย่างครอบคลุม

ต้องยอมรับว่าส่วนนึงที่หลายๆ คนเจ็บไม่หนักมากเพราะเนื่องจากที่เยอรมันนั้นคนนิยมทำประกันค่อนข้างมากถึงมากที่สุด และประกันนั้นมีวงเงินครอบคลุมความเสียหายที่สูงมาก (เรียกได้ว่าแทบจะสร้างบ้านคืนให้เลย)

และความคุ้มครองของประกันบ้านส่วนใหญ่ของเยอรมันนั้น ก็ครอบคลุมในส่วนของภัยธรรมชาติ​เช่นนี้อยู่จึงทำให้ผ่อนหนักให้กลายเป็นเบาได้มากพอดู

และแน่นอนว่าเอาซะอุตสาหกรรมประกันภัยของเยอรมันนั้นยิ้มไม่ออกเลยทีเดียว 😅

6. บทบาทของผู้นำนั้นสำคัญ

จากเหตุการณ์​น้ำท่วมนั้นเราจะได้เห็นภาพของนักการเมืองหลายพรรคเข้าไปลงพื้นที่ในการช่วยเหลือ

และแน่นอนว่าผู้นำประเทศอย่าง Angela Merkel ก็ลงไปด้วยตัวเองเพื่อสัมผัสถึงหน้างานและประกอบกับพร้อมตัดสินใจถ้าเกิดเหตุไม่คาดฝันโดยทันที(แต่เค้าลงตอนเหตุการณ์​ดีขึ้นระดับนึงแล้วนะครับ)​

ซึ่งก็มีข้อดีที่ว่าการลงพื้นที่และเหตุการณ์​ในครั้งนี้เป็นหนึ่งการจุดประเด็นด้านโลกร้อนอย่างจริงๆ จังในประเทศเยอรมนี

จนเราเห็นได้เลยว่า

"ไม่มีพรรคไหนเลยที่ไม่ชูและให้ความสำคัญกับประเด็นของโลกร้อนในการเลือกตั้งครั้งนี้"

และการลงพื้นที่นั้นเป็นการลงอย่างต่อเนื่องตั้งแต่เดือน กค. และมาจนถึงเดือน กย. Angela Merkel ก็ยังลงไปดูหน้างานทั้งๆ ที่ใกล้จะต้องสละตำแหน่งแล้ว พร้อมกับประโยคสั้นๆ แต่ได้ใจความที่ดีต่อคนในพื้นที่อย่าง

I had no idea how much fun it was going to be! I was shocked. After my first ride I had to do more. The best thing about this is come rain or shine you can ALWAYS play!

4) Paintball in Phuket. It's a smaller course, but boy was it fun! It is right next to a big tourist site, Big Buddha, so it's quite convenient to stop by. ATV Seaview on tour.

5) Jungle Bungy Jump! Find out more info here: info@phuketbungy.com It is the only licensed and insured bungy jump operating in phuket. It looks like a blast... sadly I was only able to film it.

6) Phuket Wake Park. Sadly I wasn't able to get an email/facebook page. But I'm sure if you are wanting to visit them, they would love it. The people were very kind and let me film :)

7) Go-Kart Speedway. More info can be found at www.GoKartThailand.com

One place that I WASN'T very fond of was Tiger Kingdom. The staff were quite rude to me, and because of that I decided not to film or have anything to do with them. I hope that next I go they will be more kind, or else they might loose out on some great video footage!

No colors were changed in Post Production. This is literally all straight out of the camera. There were two shots that I stabilized at 15% but besides that it's all straight out of the camera. The smootheness and color.
I used a Glidecam HD 2000 for all of the smoothe "floating" shots
