美國跨黨派議員驚鴻一瞥，來台3個小時，宣布贈與台灣75萬劑疫苗的消息，風雨故人來，如此獨特的旋風，宣示盟友關係、即時安定民心的效果其大無比！

我藉此機會，介紹一篇美國智庫的文章，分享台美這次疫苗外交背後，美國的思考中的一種。

美國智庫Center for the national interest 在 6月2日「National Interest」電子版發表一篇Christian Whiton （曾任川普與布希的高級顧問）的文章：
台灣應為美國疫苗外交的首要目標(Taiwan Should Be the Target of U.S. Vaccine Diplomacy)

內文特別肯定台灣200萬口罩的援助，他說：
沒有人會知道在大流行的早期，在研究人員推出有效的藥物治療方法和疫苗之前，台灣的禮物挽救了多少醫療人員的生命。 儘管台灣靠近中國，但它已成功控制了冠狀病毒，這一現實與其大規模生產口罩的能力相結合，讓親美的台灣政府有信心分享。這個行動，也凸顯美國在醫療器材產業過度依賴中國。

這篇文章一開始揭櫫這個「互助」的概念，很具體的指出台灣200萬片口罩的重要貢獻，這和日本疫苗援助台灣的「報恩」（我寧願說是互助）理論，有異曲同工之妙！

作者說明了台灣正在經歷過去世界各國經歷過的：社區感染、低疫苗覆蓋率，以及和美國初期一樣讓經濟受創的停擺（shutdown）；作者並且細數我們從德國購買Bnt疫苗受到中國阻撓的細節。

作者以美國為例，說明疫苗接種的重要性。他表示：
由於超過一半的人口接種過至少一劑疫苗，再加上數以百萬計得過病而獲得免疫力的人，美國現在冠狀病毒已降至極低的地步。 現在這種疾病的平均死亡率低於 2020 年春季第一波感染以來的任何時候。出於這個原因，拜登政府已開始提議將美國的一些多餘訂單轉移到其他地方。 他主張：需要的國家中，美國在印太地區的盟友和夥伴應該是重中之重。 除了台灣，日本、澳大利亞，還包括菲律賓、越南新加坡。

作者認為：現在美國疫情日漸趨緩，更應思考美中對抗戰略，穩定印太地區夥伴關係。
鑑於美國與中國的競爭，從南海的軍事對峙到整個東亞和太平洋地區的心靈和思想的軟實力爭奪，美國應該優先向這個地區分發多餘的疫苗。 這樣做不僅能抵消中國為發揮其的影響力的操作，也將有助於確保在世界其他地區（包括中國）重新開放時，經濟上與中國的抗衡，不會因停擺而失去長達半年的時間。

作者進一步點名台灣的重要：文中提到：
華盛頓應首先向美國公司施壓，優先考慮台灣並轉移過多的疫苗劑量。 在台灣半導體等原料短缺阻礙美國經濟復甦的一年裡，這一步的必要性相當明確！這並將強化我們的聯盟！

1、台灣是全球良善實力、互助體系中的一環，國人應該珍惜，並感到驕傲！
當全球陷入困境的時候，台灣可以幫忙，廣大的台灣人不了解我們的貢獻有多大的意義，美國的智庫告訴我們，我們協助穩住他們的醫療體系。現在，台灣有需要，有能力的國際社會，輪到他們伸出援手了！
台灣是有實力且良善的國家，我們樂於助人，是國際互助體系中的一環！
2、中國在軍事、經濟、思想上的影響力操作需要一個平衡的力量，台灣應該站在這個聯盟的位置。
以新冠肺炎為例，中國對台灣的疫苗外交，以「內政模式」為前提，阻礙BNT 疫苗的採購、用政治操作推銷中國疫苗、疫情期間仍然持續騷擾我國空防；反之，美、日的盟友關係，友善互助、無私又即時。國人應該看清這種國際現實，台灣與中國的抗衡不是意識形態，而是活生生的現實，我們在生存之戰的時候，盟友是誰，昭然若揭！

3、有人認為，半導體的供給影響美國經濟，所以美國必須援助台灣。這篇文章當然也指出這一點。但是，互利共榮本來就是朋友之道，更何況，互助的善意畢竟是隱含在背後的真誠思維。美國人知道我們幫助了什麼，作者開宗明義就是回顧200萬口罩的協助，並且對台灣的處境細細描述，為我們打抱不平。
