2021-08-11 20:00:20The first nature documentary series on global endangered species in Taiwan, 《Orphans of the Earth》presents three new episodes in 2021 《Elves of Taiwan》，that reach out to the sky, the sea and the grasslands only to reveal precocious footages of the endangered endemic species that are known for extreme rarity, minimal sighting rate and videotaping challenges—Taiwan Grass Owls, the Taiwanese Humpback Dolphins, and the Formosan pangolins.
The production crew of “Elves of Taiwan” partakes in perhaps the most difficult animal rescue operations in line with conservation efforts and the most dignified science-based survey projects. The program unveils diversified local landscapes and endemic species completed by various angles and perspectives—from aerial rescues, ocean investigations, to underground bone excavations; it is indeed a brutally honest series that documents the conservation and restoration of the terrestrial, oceanic, and airborne endemic species in Taiwan.
A pangolin is hunted every five minutes in the world on average. It’s the most seriously poached mammal on earth. The film crew climbs the rock and follows Dr. Ching-Min Sun, a renowned pangolin researcher, in his tracking for pangolins. We monitor their life journeys and try to dig out burrows and the truth behind their deaths. In 50 years, Taiwan has transformed from a hunting ground to a breeding ground for pangolins. After years of conservation, pangolins in Taiwan are increasing with the highest wildlife density in the world. The island has become the last fortress for pangolins worldwide.

Also, we document the largest pygmy killer whale rescue effort by 2,000 people over 56 days. We follow researchers to Orchid Island, an outer islet of Taiwan, to uncover the bones of a baby sperm whale, and record the tragic deaths of stranded melon-headed whales and blue whales. Their survivals and deaths are symptomatic of a deteriorating marine environment.

台灣的民主政府應獲允以平等、有尊嚴的方式參與聯合國體系，聯合國大會第2758號決議絕未禁止包容台灣的作法，也沒有隱含相關意涵，因為決議並沒有闡述對台灣的立場。作為以人民為中心的機構，聯合國不能無視台灣人民，或繼續以國籍作為排除台灣人民參加聯合國公開會議或進入聯合國總部參訪的理由。#可恥的沉默必須終止。
感謝這兩國為台灣發聲，台灣的夥伴價值，值得聯合國重視。

We’d like to thank both President Alejandro Giammattei Falla of #Guatemala and President of the #MarshallIslands David Kabua, who spoke up for #Taiwan on the second day of the #UNGA76 General Debate.
President Giammattei Falla stated, “Taiwan is considered able to provide its experience, capacity and know-how to strengthen multilateralism, taking into account the challenges we currently face.”
While President Kabua gave the following speech:
“The devastating global Covid pandemic demands collective action from all countries, stakeholders and peoples, if we are to achieve a resilient recovery.
The democratic government of Taiwan should be allowed to participate in an equal and dignified manner within the UN system, including the WHO, ICAO and the UNFCCC, as well as activities related to the SDGs.
There is absolutely nothing in General Assembly Resolution 2758 which prevents this inclusive approach, and this resolution affords nothing to hide behind, as it expresses no position on Taiwan. As a people-centric institution, the UN cannot ignore the Taiwanese people or continue to use their nationality to exclude them from attending public meetings or public tours of its headquarters.”
He ended his speech with the powerful words, “The shameful silence must end.”

超越加稅1.25%嘅咁簡單

尋日响Patreon大概講過下英國政府內部關於加National Insurance 1.25%嘅風，今日首相肥波正式公布詳情，用意同後續影響比尋日傳媒分析嘅更加深遠。1.25%呢個加幅同預料嘅係一樣，但係短期同長期性質就好有分別，等同加多一個稅基超闊嘅稅項，咁就唔只係加NI解決疫情後醫療滯後咁簡單。重點不在乎嗰1.25%，而係面對人口老化嘅退休褔利政策改革。
由明年四月開始，無論傭主同傭員嘅National Insurance都會加1.25%，呢1.25%嘅主要用途，正如之前放風咁講，响2023年前係用黎解決NHS响疫情後積壓嘅個案。重點就係2023年4月之後，呢個1.25%就會變身成為獨立於National Insurance、入息或利得稅嘅「徵費」（levy），可以理解為全新稅項。呢個徵費連在職退休人士、做生意、受雇，理論上返工嘅都要比，覆蓋率可以話僅次於銷售稅（VAT），用黎支付未來需要改革嘅退休福利政策。
咁即係唔只針對疫情對NHS影響嘅支出咁簡單，而係一次過要國民面對人口老化，總有一天要處理嘅退休福利難題，呢個就係今日肥波公布政策之後，全國爭議嘅核心。老實講，1.25%對大部份人黎講話多唔係多，要短期解決疫情製造出黎嘅醫療滯後亦人之常情。但將呢個變成獨立稅項（叫levy（徵費）只係好聽啲），加埋肥波同時宣布嘅Social Care老人護理改革，咁就令好多人質疑得係向勞工階層同年輕納稅人開刀，保障擁有物業嘅老人家財產。
大家都知英國納稅人只要一生中供National Insurance到特定年期，响法定退休年齡之後就有資格每個月攞退休金，不過呢啲退休保障並唔包括需要長期護理費用，例如日間護理或者全日制老人院等等。呢類費用講緊每個星期至少要500至1000鎊或更多，足以燒晒老人家嘅資產。長久以黎，政府只會全數資助資產少過£23000嘅老人家，多過嘅話就要自行負責。因為社會結構嘅關系，英國大部份年老嘅中產最大嘅資產就只係自住間屋，即係所謂嘅Property Rich，萬一老來有長期病患，需要全日護理嘅話，越長命就越燒得多銀紙，賣樓加按嘅為數唔少。
呢個多年黎無乜邊屆政府有膽解決嘅問題，而肥波今日就順便進行改革，將呢類費用置上限£86,000。例如我老咗又病到照顧唔到自己，要住每個月收£4000嘅老人院，我住咗兩年幾之後地方政府就會幫我比到死之止，我最多都係比£86000，唔洗變賣資產。而資產响£20000至£100000之間嘅老人家，政府經審查之後就會按比例資助部份費用。
對於好多有物業嘅老人家黎講，呢個改革無疑係得政黎嘅，不過對於大部份勞動階層或者年輕選民黎講，1.25%「新稅」加埋呢啲改革，就等如全民夾錢保護中產老人家嘅資產（間屋）。同時，肥波亦都違反咗唔加VAT同National Insurance嘅保守黨嘅競選承諾，更令人擔心今日嘅1.25%，未來會成為有加無減嘅變相附加稅。
從宏觀政黨政治去睇，肥波今次「加稅」明顯係財務大臣嘅影響，大家都知肥波一路以黎，特別响疫情期間，都係希望以大政府大消費理念施政，北部嘅leveling up係咁，抗疫期間嘅政策都係一樣，彷彿好似左翼政府一樣。但金融出身嘅財務大臣Rishi Sunak就係堅守保守黨量入為出傳統嘅政治人物，所以一路以黎都有消息話佢多次出手制止肥波亂黎（財相嘅職責本來就係咁）。洗錢？得，收返先洗囉，唔識生錢㗎喎。今次宣布當中都有例子嘅，好似老人護理費用上限，肥波一路都希望係£50,000，但財相就驚地方政府頂唔順堅持至少要£86,000。
最後，都係嗰句，2023年係大選之年，所以真正嘅戲肉唔係呢幾日或者幾個月，而係呢個「徵費」正式獨立嘅2023年。
