曾是美國第四大都市的汽車城底特律於日前宣告破產，也讓我回憶起2006年的底特律之行，當時我擔任立法委員，受到美國國務院國際訪客IVP計畫（International Visitor Leadership Program）的邀請，前往美國進行三個星期的訪問，由於年輕時對勞工運動的關注，因此我指定要前往工會力量強大的底特律進行參訪，當年金融危機尚未發生，底特律號稱正在從80年代的衰退中復甦，但從我抵達的第一時間起，就充份感受這個城市的蕭條，平日中午市中心區街上杳無人跡，市區周邊荒廢的社區及住宅隨處可見，晚間的市中心區更是宛如空城，三天下來在底特律唯二看到人潮的地方，就只有Greektown的Casino和老虎隊主場Comerica park散場時的人潮，在號稱復甦的年代就是如此光景，之後歷經了2007年的金融風暴、通用及克萊斯勒的破產之後，如今終於積重難返，淪落到宣告破產的命運，回想七年前的底特律之行，雖然只有三天匆匆參訪，卻也留下了深刻的印象。
