    #持續推動雙聯學制穩定發展

    雙聯學制能增加學生間跨境交流頻率,也能進一步促成國內外學校合作,不僅僅是 #跨國學習 拿學位的一種趨勢,也是學校國際化程度的指標。#雙聯學制 已在大學行之有年,近期有部分高中也開始推行雙聯學制,讓學生在校利用選修或課後跨國學習部分課程。

    我國青少年於高教階段選擇出國留學比例偏高,而近年國內大學甚至高中遭遇生源逐漸減少,「與其讓學生離開,不如讓學生在國內也能獲得出國學習的資源」,雙聯學制可為學校維持招生的競爭力、提供學生另一種選擇,所以秀寳支持教育部持續挹注資源來推動相關政策。此外,#後疫情時代 學生不像以往方便出國,在雙聯學制下如何強化數位工具,或兩校學程政策因疫情需要調整,教育部亦應積極協助處理,讓學生跨國學習不斷線。

    #分科測驗成績採級分制,有關單位應與各方團體溝通審慎辦理

    為推廣 #108課綱 精神,先前由招聯會議定 #111學年分科測驗成績採級分制,期盼「成就每一個孩子」,延續學測科科等值、避免考生分分計較。雖說過去有關單位曾進行模擬分析,並評估 #同級分超額 的情形可控制,遇到同級分超額時也有篩選作法;然而分科測驗改採級分制,若級距越大,同級分超額的狀況就越可能發生。

    秀寳認為,#考招新制 上路本就各界會有不同看法,但基本原則就是要讓人對制度能夠信任,並認為制度能確保考試公平公正。針對同級分超額篩選疑慮,教育部已請大考中心再進行相關評估,發現有少部分校系仍有同級分超篩的風險;也已請招聯會要依近期多數團體建議,評估改採60級分或75級分。秀寳對於教育部積極回應各界疑慮予以肯定,不過仍要再次提醒,就算考招新制用意良善,但在制度尚未穩定確立前,都需要多加溝通;有關單位也要更加審慎辦理,才能讓制度與大家期待相符,真正完備。

    There's not just one road to the destination, but many roads. You just need to take the little step that’s right in front of you, and then the next one, and a few years down the track, they will seem like massive achievements.

    I didn’t meet my father until I was 6 years old. My parents had a comfortable, middle-class life in Shanghai, or as close as you could get under communism. But they always wanted to live overseas, and just before I was born, my dad came to Sydney to set things up. I don’t know why, but in the end, my mother and I didn’t join him until I was 6.
