gcc static linking tries/fails to find libgcc_s.a - Ask Ubuntu

Unfortunately, it appears the -static link option in gcc (Ubuntu 4.8.4-2ubuntu1~14.04.4) 4.8.4 is broken. Maybe a specs error of some sort?
