//It is not my intention to argue that no social progress can ever be made in an authoritarian system. That can sometimes happen, but there tend to be serious obstacles to progress when arguments and critical discussions are prohibited, and the interests of some people are persistently ignored. As Coleridge had noted, it is possible to read Shakespeare “by flashes of lightning”, but there is a case for doing our reading in normal light.

Authoritarianism imposes direct penalties on people, including the violation of liberty and political freedom. But going beyond them, social advancement depends greatly on human cooperation, and a splintering of society through the persecution of disfavoured groups can make collaboration for progress that much more difficult.//

前Google執行長：網路將分家 美、中各自為首

前Google執行長和Alphabet執行董事長施密特（Eric Emerson Schmidt）預測，網際網路10年內將分家：一個由美國主導，另一個由中國帶頭。

施密特19日晚間出席投資公司Village Global VC在舊金山主辦的私人活動，經濟學家柯恩提問：「未來幾年，網際網路分裂的機率有多高？」

施密特回答：「我認為現在最可能的情況不是分裂（not a splintering），而是分家成為（bifurcation into）一個由中國主導的網路，以及另一個以美國為首的非中國網路。」

他說：「我剛去過中國，那裡正在建設的公司和服務，創造出來的財富非常驚人。中國的網際網路占國內生產毛額的比重高於美國。如果你把中國想成『沒錯，他們很擅長網路』，那就劃錯重點。全球化意謂他們也能下場玩。我認為將看到中國對產品和服務展現的卓越領導力。伴隨著這些產品和服務的，有不同政府領導體制的危險，如審查和控制等等。看看『一帶一路』倡議的運作方式，該計畫涉及約60國，這些國家很可能開始接受中國的基礎設施，喪失一些自由。」

施密特當晚也提到中國的科技產品、服務和接納度，尤其是在行動支付方面。他注意到中國的星巴克沒有收銀機。
