美國國務院於7月11日發布了2019年度投資環境報告 (Investment Climate Report)，這份年度報告提供在地市場的分析。這份報告的台灣部分指出，台灣歡迎並積極吸引外國投資，然而，台灣的投資環境仍然面對了若干結構性的阻礙，像是過度或不一致的監管，以及國內和國有企業的市場影響力。本報告亦指出，新的外國投資條例修正法案通過後，簡化的投資審核與申報機制將有助台灣吸引更多外國投資。報告全文請參考：https://www.state.gov/r…/2019-investment-climate-statements/ #2019InvestmentClimateStatements

“Taiwan is one of the world’s top 25 economies in terms of GDP and was the United States’ 11th largest trading partner in 2018. Taiwan is also a key link in global supply chains, a central hub for shipments and transshipments in East Asia, and a major center for advanced research and development. The United States is Taiwan’s second largest single source of Foreign Direct Investment (FDI). In 2017, the total stock of U.S. FDI in Taiwan reached USD 17 billion.”

The State Department released the 2019 Investment Climate Statements on July 11. This annual Statement provides country-specific information and assessments. The Taiwan section indicates that Taiwan welcomes and actively courts FDI, but structural impediments exist in Taiwan’s investment environment, such as excessive or inconsistent regulation and market influence exerted by domestic and state-owned enterprises (SOEs). The report also states that if the proposed legal amendments to foreign investment regulations pass, it would help promote inward investment through streamlined reporting and approval procedures.
