托您的福，我去稍微查了shortage的用法，為自己上了一課
yahoo給了兩個例句都是使用單數
There is a shortage of salt in this country.(短缺解)
The total shortage was 500 tons.(不足量解)
敝見認為shortage常見用法，是一個可數名詞，
因此題目改成 due to a staffing shortage
due to a shortage of staff
due to staffing shortages
我覺得都正確.
所以，shortage在這個地方加了s應該是正確。

我也稍微google了一下
發現rely on和rely upon的意思是一樣的
所以題目可以想成以下這樣
Sb can be relied on (in order) to provide ....
通常upon後面加Ving的情況是當 "在...後立即" 解 常常用於字首
Upon seeing the magnificient landscape, I was profoundly touched.
至於provide 看到Xkang大的推文 我也提供一下敝見
provide 之後如果不用加人 就可以直接加物 而不需要with
My parents provide me with a stable enominic resource.
TV news provides a variety of information.
