    最近參加了國民黨青年部所主辦的新住民青年願景營，與一群本身是新住民二代的學員共同探討新住民的權益和困境。

    十幾年前透過國科會的計畫補助做了兩年的「新住民學童發認知語言發展」的研究，研究的原始動機是，為什麼從東南亞嫁到台灣的媽媽，夫家都會要求媽媽用國語或台語和孩子溝通，有時還禁止這些新住民媽媽用他們的母語來教小孩，但如果這位媳婦是來自日本或歐美地區，卻會非常鼓勵她們用母語來教育，認為這是孩子國際化的萌芽，這不是文化歧視嗎？學理告訴我們，孩子在語言學習的命名階段，自然環境下有兩種語言的雙軌發展，他們的認知能力相對是好的，我用中文教小孩數學，他到美國的小學即使剛開始語言的轉換有問題，但熟悉英文後，當年用中文教的數學技能仍在，用中文講得虎姑婆故事，他們仍可轉換成英文陳述出來。同理，嫁過來的東南亞配偶，她們的知識水平往往高於父親，那為什麼不能用她們熟悉的語言來教育自己的孩子？為什麼一定要用剛學的，有限的國台語字彙來與孩子溝通？雙語是可以促發孩童的認知能力，但誰說雙語一定是中文加英文或日文？不能是中文加越南語或印尼語嗎？國語加台語對我而言也是雙語阿。

    目前在台灣的新住民加移工都已超過百萬，要談這些人的權益，自詡為進步開放的台灣社會，就從最基本的的，尊重這些新住民媽媽們，用她們的母語，用她們的文化，讓她們在台灣誕生的孩子，以能夠流利講出他們母親的語言而感到驕傲吧!
