【#閱讀隨筆】北京會維持一國兩制，因為這符合北京本身利益；但北京會再造一國兩制，使香港成為由其全面管治的工具 ── 此所以近年香港處於「中央集權化」和「政治威權化」的雙重壓迫。但最終發展是否如北京所願，一要看香港本土民主運動的能量，二要看西方陣營會否制衡。

在這個脈絡下，美國國會「美中經濟與安全審查委員會」剛發表的年度報告，值得大家細讀。該報告指，北京正蠶食「一國兩制」，並再提出要重啟《香港關係法》的年度審查、以至研究措施制裁北京。香港，看來將再成地緣政治熱點。

Beijing will maintain One Country Two System (OCTS), because its serves its own interests; But Beijing will re-invent OCTS, making Hong Kong a tool that is wholly under its control ── it is the reason why Hong Kong is under the dual-pressures of both centralization and authoritarianization in recent years. But whether the situation will develop as originally envisioned by Beijing will depend on two major factors, first the mobilization power of localist-democratic movement in Hong Kong, second the check and balance from Western camp.

Under this context, we should carefully read latest annual report of the US-China Economic and Security Review Commission of the US Congress, which observed that Beijing is encroaching OCTS and recommended to reauthorize the annual reporting requirements of the United States-Hong Kong Policy Act of 1992 and analyzing potential sanctions. Hong Kong is going to become a hotspot for renewed geopolitics.
