《以Taiwan為名》應在立法院盡早入法。

這陣子從 #歐洲議會（European Parliament）傳來好消息。

首份「歐盟-台灣政治關係與合作」（EU-Taiwan political relations and cooperation）報告在外交委員會獲得絕大多數支持，接下來將交由歐洲議會大會（plenary）表決。

中央社在8/28及9/2分別出了一篇報導，但細看之下，在歐盟駐台機構名稱的相關用詞上，卻做了細微調整。

8/28中央社報導原文：

「為充分展現歐盟與台灣充滿活力、多方面和密切的合作，提議歐盟駐台的歐洲經濟貿易辦事處（European Economic and Trade Office）名稱更名為歐盟駐台北辦事處（European Union Office in Taipei）」

9/2中央社報導原文：

「為充分展現歐盟與台灣充滿活力、多方面和密切合作，建議歐盟駐台的歐洲經濟貿易辦事處（European Economic and Trade Office）名稱更名為歐盟駐台灣辦事處（European Union Office in Taiwan），以反映雙方廣泛合作的關係。」

這兩段話的最大差異，是Taipei跟Taiwan之差。

我上網找了一下原文，一開始是用European Union Office in Taipei。但不曉得是不是在外委會表決時，Taipei改成Taiwan。

起碼根據外交部的新聞稿，是這樣寫：

「建議歐盟外交暨安全政策高級代表Josep Borrell將「歐洲經貿辦事處」（European Economic and Trade Office in Taipei）更名為「歐盟駐台辦事處」（EU Office in Taiwan）

重點是，這個Taiwan的版本過了。

其實目前歐盟駐台機構的全稱，是European Economic and Trade Office，簡稱EETO，但EETO究竟是in Taipei還是in Taiwan，一直以來是帶點模糊空間。

如果之後歐盟駐台機構順利改名，有三大意義：

第一，「歐盟」的官方名稱寫進來。

原本的EETO是「歐洲」經貿辦事處，並不是寫「歐盟」。

第二，經貿拿掉，帶進更能反映現實的政治及軍事安全面向。

這很容易理解。台灣跟歐盟的雙邊關係，早就超越經濟跟貿易，政治及軍事安全的面向同等重要。

第三，以Taiwan為名。

如果順利改成European Union Office in Taiwan，未來我們的駐歐盟代表處是不是也能對等改名？

目前台灣駐歐盟的名稱是TRO，但這個T是台北，也就是Taipei Representative Office in the EU and Beligium。

如果歐盟這邊改為European Union Office in Taiwan，我們沒有理由不能使用Taiwan Representative Office in the EU and Beligium。

接下來，會不會有骨牌效應？

如果在歐盟使用Taiwan Representative Office，未來我們在歐洲的館處，是不是也能相應改為Taiwan Representative Office ？

馬上想到的，就是 #立陶宛。

目前我們在立陶宛設處方案，使用Taiwanese Representative Office。中國對此很不爽，但如果歐盟開了Taiwan Representative Office大門，我們在立陶宛設處，是不是可以用比Taiwanese Representative Office更好的名稱，也就是Taiwan Representative Office？

在歐盟最新的新聞稿中，確實有以下文字：

"MEPs on the Foreign Affairs Committee advocate closer relations and a stronger partnership between the EU and Taiwan guided by the EU’s One China Policy."

也就是說，歐盟想與台灣深化雙邊關係，但會在「歐盟的一中政策」之下。

這點可以理解。

台灣這邊能做的，也許是在外交上盡量把Taiwan作為優先選項名稱，避免使用China。

包括我們現有的駐外館處或未來可能開設的館處，都應該以Taiwan為名稱。駐外人員的公務名片，也盡量以Taiwan為名。

當然，駐外館處的名稱，在每一個國家都有不同的客觀限制。但主觀意願上，我們得盡量爭取以Taiwan為名，不要再使用China/Chinese的名稱。

甚至，在我們的立法院，是不是能試著推動《以Taiwan為名》的法案？透過立法院入法，讓我們在外交的推動上，能有清楚的Taiwan軸線？而不是未來如果又再度出現政黨輪替（台灣已經出現三次政黨輪替），外交上使用的名稱又換來換去？
