    中大公布第二批校園環境檢測結果





    香港中文大學(中大) 早前委託獨立認可實驗室於不同時間在校園不同地點,抽取空氣、水質及泥土樣本,並送往化驗。大學已收到了第二批校園環境檢測結果。



    因應有大學成員對校園可能殘留CS(鄰-氯代苯亞甲基丙二腈)的疑慮,校方已經進一步安排樣本檢測,預計將於二至三星期後收到結果,並盡快公布。



    今日(12月12日)公布的第二批校園環境檢測結果包括13個泥土樣本(#1至#12 、S8)以及兩個水樣本(W9、W10)的化驗結果,摘要及參考水平如下﹕

    結論



    (1) 泥土樣本



    化驗結果顯示12個泥土樣本(#1至#12)的二噁英含量遠低於香港環保署在2007年發出的《按風險釐定的土地污染整治標準的使用指引》中「按風險釐定的土壤污染整治標準(公園)」之數值。這表示二噁英在這些泥土(#1至#12)的含量水平並不顯著,化驗結果與距離2號橋較遠位置的泥土樣本 (S1至S7、S9) 相若 (見表一)。





    至於總多氯聯苯的化驗結果,所有泥土樣本 (#1 - #12)都遠低於前述由香港環保署發出的使用指引中(公園)標準之總多氯聯苯含量 (0.756毫克/公斤)。(見表一)



    關於泥土樣本 (#1 - #12) 中多環芳香烴的含量,全部均低於參考文件中所規定的水平 (見表一)。 至於多環芳香烴中個別的化合物含量,可於此處瀏覽。



    一個含有黑色煙熏物質的泥土樣本 (S8),在夏鼎基運動場裡被火燒焦的墊褥附近採集。測試結果顯示二噁英的含量相比其他泥土樣本為高,但仍相等於使用指引中的參考水平大約十分之一。這個略高的數值可能是由燃燒塑膠或墊褥的塑料部分引起。S8的其他測試參數例如總氰化物、總多氯聯苯和多環芳香烴,它們的含量遠低於在相關參考文件所規定的最低數值(見表二)。



    (2) 水樣本



    兩個水樣本從賽馬會研究生宿舍(一座)採集。化驗結果顯示兩個水樣本(W9 及 W10)中二噁英含量介乎4.6至4.7皮克/升。根據美國國家環境保護局建議的飲用水標準,其水樣本 (W9 & W10)中二噁英含量並不顯著。其他測試參數例如總氰化物、總多氯聯苯和多環芳香烴,它們的含量遠低於在相關參考文件所規定的最低數值 (見表三)。



    從上述結論可見,這些污染物在泥土(#1 至 #12、S8)和水(W9 及W10)樣本的含量對健康的危害不顯著。

    CUHK Releases the Second Batch of Test Results on Campus Environment



    The Chinese University of Hong Kong (CUHK) earlier appointed an independent accredited laboratory to collect air, water and soil samples at various locations and at different times on campus and sent them for testing. The University has just received the second batch of test results.



    In addition, in response to the concerns of some University members over the level of CS (2-chlorobenzalmalononitrile) on CUHK campus, the University has arranged to conduct another round of tests. The results will be announced as soon as they are received in 2-3 weeks’ time.



    Here is the summary of the second batch of test results including 13 soil samples (#1-#12 & S8) and 2 water samples (W9 & W10) compared with the guidance notes/international standards.

    Conclusion



    (1) Soil samples



    Among the 12 soil samples (#1-#12), the dioxins (I-TEQ) are well below the Risk-Based Remediation Goals (RBRGs) of dioxins in soil (I-TEQ) for public parks as quoted in the Guidance Manual for Use of Risk-Based Remediation Goals for Contaminated Land Management published by Hong Kong Environmental Protection Department (HKEPD) in 2007. This indicates that the dioxins (I-TEQ) levels in these soil samples (#1 - #12) are not significant, and the results are comparable to soil samples (S1-S7 & S9) collected in the more distant locations away from No. 2 Bridge (see table 1).



    Based on the test results of Total Polychlorinated Biphenyls (PCBs), all soil samples (#1 - #12) are lower than the respective limits of PCBs level (0.756 mg/kg) for public parks cited in the aforementioned Guidance Manual from HKEPD (see table 1).



    Regarding the Polycyclic Aromatic Hydrocarbons (PAHs) levels for these soil samples (#1 - #12), all of them are below the level as required by the reference document (see table 1). For the figures of individual PAH compounds, please click here.



    A soil sample with black-smoked materials (S8) was collected in the vicinity of the burned mattress in Sir Philip Haddon-Cave Sports Field. The test result of the dioxins (I-TEQ) level is relatively higher than that of other soil samples though it is only about one tenth of the reference level cited in the Guidance Manual. The possible reason for the elevated result may be due to the burning of rubber or plastic components of the mattress. For the other testing parameters such as Total Cyanide, Total Polychlorinated Biphenyls (PCBs) and Polycyclic Aromatic Hydrocarbons (PAHs) for the sample (S8), they are all well lower than their respective limits as required by the related reference documents (see table 2).



    (2) Water samples



    Two water samples (W9 & W10) had been collected from Jockey Club Postgraduate Hall 1. The test results reveal that the dioxins (I-TEQ) levels for both samples (W9 & W10) are from 4.6 to 4.7 pg/L. In accordance with drinking water standards from United States Environmental Protection Agency (USEPA), the dioxins levels for these water samples (W9 & W10) are not significant. For the other testing parameters such as Total Cyanide, Total Polychlorinated Biphenyls (PCBs) and Polycyclic Aromatic Hydrocarbons (PAHs), they are all much below their respective limits as required by the related reference documents (see table 3).



    In view of the aforementioned interpretation, the health hazards of these contaminants from the soil (#1 - #12 & S8) and water (W9 & W10) samples are negligible.

     Mr. Irizarry developed a web based application for the State Home Per Diem Office, which manages millions of dollars in payments to the state homes, to replace an Access database. The Access database was converted to MS SQL Server database and all data was migrated successfully. He created a web based interface using the standard VA intranet look and feel. He also developed a custom interface for each of the 3 roles (CBO, VAMC and VISN). Tools were built for the administrator to view current reports, view missing reports lists, and configure many parameters in the application. The VAMC report form was heavily automated using jQuery to perform auto calculations, increasing data validation and saving time to the users. After the application was launched users commented frequently about how user friendly is the new interface and about the time savings. Tasks that will take 2 hours to be completed now take 15 minutes. We have close to 12,000 reports in the system.
     There were various requests to the IT office for a web based training registration system of different types. Mr. Irizarry developed a registration system which was later used for the following projects: Take your child to work day, New Telephone system training registration, Laptop Hard Drive encryption software upgrade among others.
     Developed an alternate cascading style sheet for SharePoint 2007, converting the out of the box look and feel to the Department of Veterans Affairs standard website look and feel.
     After one of the VA’s laptops was stolen Mr. Irizarry worked to develop a Risk Assessment web based application. He created an Excel template which management will upload to an FTP server with information and details about remote employee access and the sensibility of the data accessed by those users. He also created VB Scripts to validate those Excel files an upload that information into an MS SQL database. Reports for upper management in Central Office were then created which prompted management to enforce stronger security measures, like hard drives encryption. In total more than 500,000 records were processed for the reports.
     Administration of IIS 6.0 web server and MS SQL Server databases used in our websites.
     Wrote migration scripts to move IIS 6.0 sites into a new IIS 7.5 server
     Designed, developed and maintained multi-tier applications for the Veterans Health Administration. Most of the sites access a MS-SQL Server database, use cascade style sheets and ASP server side processing. The sites were developed using Adobe/Macromedia tools like Fireworks, and Dreamweaver.

     Mr. Irizarry worked for as a software developer for the TOKENEER project. TOKENEER is a test platform for the integration of smart cards, biometrics (fingerprint, hand, iris and facial recognition) and a public key infrastructure. Development was done on Windows NT workstations using Visual C++ and Visual SourceSafe for source control. Mr. Irizarry used an SDK to capture and match fingerprints against a database of fingerprints. He also created software to created some statistics of “False Accepts and False Reject Rates” of the fingerprint. He also worked with other team members to identify which fingerprints characteristics could affect those rates. He then added error detection functions to the fingerprint recognition software to identify corrupted files of fingerprint images
     Conducted research for methods to add security services to an off-the-shelf computer.
     Developed C code to process fax data on an UltraSparc/SunOS station.
     Wrote software to generate a daily report of traffic load in a telephone switch by analyzing the switch logs.

    【畢打街閒人】Bitcoin取代歐元,成新貨幣聯盟?(渾水)

    講比特幣呃like之前,先講少少學術東西做引子。香港中文大學常標榜自己有四位諾貝爾得獎學者,兩位是來自科學界的楊振寧和高錕,另外兩位則是經濟學界的James Mirrlees和Robert Mundell。以Robert Mundell為例,他的專有銜頭是「Distinguished Professor-at-Large」,我暫時找不到最合適的中文翻譯,譯做「上神枱」算比較貼切。

    上神枱的諾獎教授,有時都要食吓人間煙火,下凡見吓學生,講吓課咁。大約二○一二年左右,確實日子我不太記得,當時被譽為「歐元之父」的Prof. Mundell在中文大學講學,題目是講他拿手的International finance,講歐元這個貨幣聯盟結構。時值希臘危機開始醞釀,那時有一位不修邊幅的小屁孩舉手問問題,大膽問大教授是否依然相信歐盟不會解體,歐元無問題。大教授Mundell誓神劈願講明無問題,小屁孩記憶猶深。當然,我不會承認小屁孩就是我,因為全世界都知道我份人比較低調。

    結果,由二○一二年到現在,希臘債務問題發酵成政治主權問題。希臘之外,其他歐豬四國都相繼出現大大小小的債務危機,全世界都在討論德國這個富親戚應不應該接濟一班窮親戚,國際貨幣組織大感頭痛,歐元作為歐洲各國的通用貨幣,正受到史無前例的挑戰。同時,英國現正進入脫歐程序,雖然英國一直沿用本國貨幣,貨幣經濟方面沒有直接影響,但政治多少傷害到歐元的信用(credibility)。本來天下大勢合久必分,分久必合,可惜大教授不諳中文,領悟不到羅貫中的才情。

    好啦,這些經濟學學術東西關比特幣咩事?

    一般投資者愛把比特幣看成投機工具多於貨幣本質,主力估算其升勢、跌勢,看看有多少投機炒作潛力,務求在音樂椅完之前盡早笠水走人。不過,經濟學者可能會更關心比特幣的貨幣本質多一點。尤其是區塊鏈(Blockchain)是超越前人的概念,因為去中央化、在電子世界記賬等先進發明,令到比特幣可以在各國流通,甚至令人猜想比特幣可能是比歐元更穩定的共同貨幣。

    Mundell最廣為人知的理論是Mundell--Fleming model(又稱IS-LM-BoP model),屬於經濟學系大學二年級生必修的模型,模型涵蓋範圍很廣闊,包括商品市場、生產要求市場、貨幣市場和外匯市場等,可謂集各家之大成。一般經濟系大學生,包括我,為了應付考試讀書,只會死記參數(parameters)如何改變模型的logic flows,改變線的移動和方程式的改變。實際上,學這個模型不純為考試和GPA,而是為了鋪路去了解Mundell建構最優貨幣區(Optimum currency area)的貨幣主張。

    最優貨幣區是Mundell一九六一年提出的理論,是藉研究考慮各國的經濟條件後,背後暗推共同貨幣這個理念。因為政治和歷史因素,二戰後促成歐盟成立,令Mundell的理論引發廣泛討論,將他推做「歐元之父」。現在的歐元,就是Mundell的最大實驗場。歐元的根基,還是在於歐洲央行。無他,區塊鏈技術當時未確立嘛,歐元還未經得起去中央化(decentralised)的考驗。歐盟的貨幣問題,學理上叫「Triffin dilemma」,因為國家的經濟目標和經濟狀況,未必跟貨幣區的經濟目標和狀況一致,強行逼小國跟大國鼻子走,反而破壞貿易,勉強無幸福嘛。後凱因斯學派甚至認為,這樣的結構可能令fiscal policy的效用大減。現在的歐元或歐盟,正處於分崩離析階段,看來Mundell這個超越半世紀的偉大實驗也差不多可以下個結論吧。另一個關於區塊鏈的新實驗,也差不多要上馬吧。

    地球上的貨幣通論,多是「一個司法管轄地區,一個貨幣」,共同貨幣是新鮮事。Mundell暗推共同貨幣這個理念,當時被同為諾獎得主,也是貨幣經濟學大師佛利民(Milton Friedman)看穿,他倆之間曾有不少學術交流、火併,花生味十足。

    貨幣由以物易物進化到以礦物本位,是革命性突破。新朝王莽亂改貨幣,到明朝的金花銀,以至一戰前常用的金本位,相信大家都不陌生。Bretton Woods system令到美國貨幣成為世界貨幣,一個國家的貨幣成為另一個國家貨幣的錨,又是另一突破。

    科技可以令經濟學的理論得以進一步的實踐和應用,我是這樣堅信的。區塊鏈這技術可以帶貨幣經濟學走到多遠,只怕我這科技盲,窮一生都睇不透。
