去年政府的做法，是將用於領取三倍券之1,000元補助撥至低收入戶等弱勢民眾帳戶，協助弱勢民眾領取振興三倍券，第一波預計全國約有109萬人受惠。所以不會有拿不出錢來換三倍券的問題。

武漢肺炎（新型冠狀病毒病，COVID-19）衝擊世界各國經濟，主要已開發國家的零售業銷售額回升，在6月就超過疫情前水準，可是日本到了7月還是低於疫情前水準，雖然日本政府發放現金補貼，但一些日本民眾卻將其存起來，並沒有充分用在消費上，數據顯示，家庭消費出現下滑跡象，家庭現金存款在3月底後則是增加30兆日圓，來到歷史最高水準，要如何將儲蓄引向消費，來避免更嚴重的實體經濟下滑，成為日本政府的難題。

《日經中文網》報導，2020年4至6月日本家庭消費為266兆日圓，比1至3月減少9%，佔名義GDP（Nominal GDP）的52.7%，佔比也比1至3月減少0.5個百分點。而7月的零售業銷售額比6月減少3%。

眼看歐美等國，透過補貼等方式迎來「報復性消費」，已出現消費復甦跡象，但日本政府4月啟動的總額約12兆日圓、每人發放10萬日圓的現金補貼措施，以及針對育兒家庭和學生的補貼，以及其他補貼措施卻成效不彰。

報導稱，這些錢並沒有充分用在消費上，而是被存起來，截至6月底，日本家庭現金存款達1031兆日圓，比3月底增加超過30兆日圓，來到歷史最高水準。

報導指出，消費低迷的狀況，似乎也和網購等環境沒有完善有關，日本還有很多人不習慣網購，根據德國調查公司Statista統計，日本網路用戶中，過去1年內完全沒有用過網購的比例高達16%，是已開發國家最高，更是包含新興市場在內共45個國家內的第4高。

報導認為，雖然針對旅遊補助的「Go To項目」有發揮效果，但在冬季疫情再次擴大前，實體經濟可能再次下滑，避免更嚴重的實體經濟下滑，需要加快消費的數位化轉型。
