（失敗者回憶錄0908）

福兮禍所伏

1967年8月22日，中國以紅衛兵火燒英國駐北京代辦處，來回應英國對48小時「最後通牒」的置之不理，對香港「愛國同胞」打擊有多大？可以用《大公報》副總編輯陳凡其後在我面前的謂嘆，說明一切。這位資深前輩參加過二戰的前線採訪，和湘桂大撤退，觀察一向敏銳，「愛國」從不後人，「反英抗暴」開展幾個月來，他甚至帶一把刀上班，準備隨時抗英搏鬥。他那天跟我說，「反英抗暴」「玩完了」；「將軍欲以巧勝人，盤馬彎弓故不發」，弓滿不發才是致勝之道，不提最後通牒，對方不知你會怎麼出招，提了48小時，之後又冇料到，就被人「睇死」。說明中國需要香港保持現狀，絕對多於英國需要香港。

陳老凡見多識廣，在左派意識熏陶下少見有這種政治敏感度。但英國人的政治智慧也不低。「最後通牒」無疾而終意味什麼，陳凡看得到，英國人不可能看不到。歷史性的轉變，往往就是一件小事引發。「最後通牒」就是這件小事。

港英當局對左派暴動採取維持治安的強硬措施，並沒有預期會得到香港輿論和市民如此廣泛的支持，因為在此之前，英國幾乎毫不重視在香港的管治。二次大戰末期，以美國為首的同盟國認為，放棄殖民地是戰後的大勢所趨，美國和中華民國政府都主張戰後由中國接收香港。但英國首相邱吉爾卻斬釘截鐵地說：「中國要收回香港，除非跨過我的屍體！(Hong Kong would be removed from the British Empire over my dead body)」在1943年開羅會議上，他問陪同蔣介石參加會議的宋美齡:「你以為我真的是騙子、惡棍，守住殖民地不肯放手?」宋美齡收起常見的笑容,反問道，「你又怎麼知道我有這種想法?」可見保留殖民地，在那時候不是一件光彩的事。邱吉爾要保住香港，完全出於對遠東戰略和通過香港接觸中國的高瞻遠矚。

戰後四年，中國內戰導致大陸建立共產黨政權，一開始中共就制訂了對香港「長期打算，充分利用」的政策，此外是大陸人大批湧來香港，帶來了資本、工業技術和經營手法，改變了香港的經濟局面。然而，英國雖管治香港，在香港卻無法作「長期打算」。近年解封的英國國家檔案館一些文件顯示，從上世紀50年代開始，香港歷任總督多次尋求推行民眾選舉，但迫於中共領導人的壓力，都要放棄。主管香港事務的廖承志曾表示，如果倫敦試圖改變香港現狀，「我們將毫不猶豫採取積極行動，解放香港、九龍和新界。」另一份文件顯示，周恩來總理曾對英國官員說，任何在香港引入哪怕一點點自治的嘗試，都會被視作「非常不友善的舉動」和「陰謀」。

因此，在政治上，英國無法把民主制度引入香港，只能夠在香港延續殖民地制度。殖民地管治對英國商人在香港的傳統利益或有裨益，但對英國的國家利益卻很少，而且背上殖民主義的惡名。因此，1967年前，在英國國會，香港從來不是議題。

1967年英國在香港的管治，的確是在英國傳統法治下的「無為而治」。香港那時仍然實行「大清律例」，即容許納妾。香港紀律部隊的貪污也「制度化」。警察、海關、消防，貪污已經成為維繫運作的必要潤滑劑。消防隊救火，明言「有水就有水，冇水就冇水」。對大量中國難民湧入和建於山坡的寮屋大火，港府亦只是建造設施不全的狹窄徙置區應付需求。對於資本家盤剝、工人遭到不合理待遇，政府也沒有·立法規管。在殖民地掌權者眼中，這些也許都是中國人習慣的生活方式。

在港英政府內，或十里洋場中，有沒有結構性的種族不平等。肯定有。英國殖民政府的種族歧視不會明顯流露，但在就業、升職等各方面，華人受到洋人的不平等對待，是可以被看到的。

港英不作為，種族不平等，和一些管治弊端。香港人知道。但比較他們逃離的地方，這些不滿都在可以忍受的範圍內。最重要是在法治下的香港，人身安全有法律保障，不會有突然而來的政治災難。英治下不會要香港人唱國歌，敬英國旗，若非職業需要也不要求香港人講英文。比較起不滿，香港人更重視英國人帶來的自由、法治和安全感。

1967年的「48小時最後通牒」，令香港廣大市民知道：中共政權在可見將來，不會「收回香港」；港英以強硬態度對付暴動，值得支持；香港是可以作長久規劃的地方。「過客」心態漸漸讓位於對香港的認同感。

英國當局，料不到會受香港市民廣泛支持。於是，港英施政就進入一個進取的新階段。福兮禍所伏，六七左暴是禍，產生的結果卻是福·。（60）
