Facing financial problems during the fighting periods against the pandemic

Dr Tan Chuan Hong: Welcome to free registration for attending 711 Mandarin Personal Financial Planning Forum.

The Chairman of the Malaysian Financial Planning Council Penang Chapter, Dr. Tan Chuan Hong urged the public to register to join the forum which will be held on July 11 (Sunday) at 2:30 pm. The forum “Knowledge, Attitude and Implementation of Personal Financial Planning during the Fighting Period against the Pandemic" is organised by Penang Chinese Town Hall Youth together with live broadcaster "Ling Listening to Your Heart".

He said that during the fighting period of more than a year against the pandemic, many people are facing financial pressures and suffering from mental illnesses such as depression, and there is a gradual increase in them.

Dr Tan Chuan Hong said that beside public hope that the government can give more assistance and revitalization packages to assist them, the council also hopes to provide more correct and positive financial management knowledge through this Personal Financial Planning forum. So that, the public can have a broader and long-term vision to deal with their own financial problems, whether it is to increase income and reduce expenditure, relieve debt pressure, prudent and smart investment or asset allocation and other arrangements as well as have a better understanding and wise decision-making.

"In terms of financial management attitude, we should handle financial crisis more carefully, and at the same time avoid overconfidence and fluke mentality to seek for opportunities of rapid gaining investment.”

Dr Tan Chuan Hong hopes that through this Personal Financial Planning forum, people can have a more rational attitude and strive to reduce emotional consumption when implementing their own money and avoid falling into investment scams with smarter financial management.

In addition, Penang Chinese Town Hall Youth YouTalk Online Bureau Chief said that the online live broadcast sharing session planned by Penang Chinese Town Hall Youth will mainly discuss about public welfare content related to citizens' awareness.

This is the sixth event which was also co-organized by the Penang Chapter of MFPC collaborated with famous artist Cindy Po 傅丽玲 ; and an interview will be carried out among Deputy President of Malaysian Financial Plaining Council Dr Chong Kok Fei who is also a Financial Education Manager of AKPK together with Chairman of MFPC Penang Chapter and Certified MFPC Trainer Dr Tan Chuan Hong.

張忠謀APEC非正式領袖會議致詞全文：（中文在後）

This Informal Retreat has been called to discuss how Asia-Pacific can collaborate to move through the COVID health crisis, and to accelerate the post-COVID economic recovery. Chinese Taipei will address these two topics specifically.
On COVID-19, Chinese Taipei has had an excellent record so far. With a population of 23 million, over the last year and half, and in spite of a recent surge which has now abated, we have had a total of about fifteen thousand infected cases (.07% of the population), and 763 deaths (3 out of one hundred thousand).
We believe that our experience and know-how gained can help other APEC members. We have been, and continue to be willing to help. We have donated masks and other medical supplies to other APEC members in the past and are ready and willing to share our anti-COVID-19 know-how with you.
At the same time, WE NEED HELP! Our vaccination coverage at present is less than 20%. Although the U.S. and Japan have been generous in donating vaccines to us, and our private institutions have succeeded in procuring ten million doses of vaccines, we still need more vaccines, and need them sooner! Most other APEC members need help as well. We must ask for help from the APEC members that possess and produce more vaccines than they themselves need.
On re-vitalizing Post-COVID economy, Chinese Taipei urges free trade among APEC members and in the world, after giving consideration to vital national security needs.
In the past seven decades, free trade has enabled vibrant growth in most APEC economies. Free trade is merely a way in which each APEC economy contributes its own competitive advantage and every APEC member benefits.
Recently, however, we note with concern the tendency to want self-sufficiency or “on-shoring” of semiconductor chips. We must point out that in the past many decades free trade has greatly helped the advance of semiconductor technology. In turn, the ever greater complexity of the technology has caused the supply chain to go “off-shore”.
It would be highly impractical to try to turn back the clock. If it is tried, cost will go up and technology advance may slow. What may happen is that after hundreds of billions and many years have been spent, the result will still be a not-quite-self-sufficient, and high-cost supply chain.
We do recognize national security concerns, and believe that for security applications, a self-sufficient supply chain within one’s own borders is prudent. However, for the much larger civilian market, a supply chain substantially based on free trade system is by far the best approach.
In summary, on COVID-19, Chinese Taipei can help, is ready and willing to help with its know-how, but also needs more vaccines sooner, along with many other APEC members. On Post-COVID economic re-vitalization, Chinese Taipei urges free trade, after giving consideration to vital national security concerns.

此次非正式領袖會議召開的目的是討論亞太地區應如何合作以度過新型冠狀病毒（COVID-19）疫情危機，並加速疫後經濟復甦。中華台北將就這兩個議題表達看法。
面對新型冠狀病毒（COVID-19）疫情，中華台北迄今維持傑出防疫紀錄。我們有兩千三百萬人口，儘管近期疫情曾一度升溫，但目前業已趨緩，在過去超過一年半的時間中，總確診病例數約為一萬五千例（佔總人口0.07%），其中死亡病例數為763例（約為十萬分之三）。
相信我們在過程中得到的經驗與知識能夠協助其他APEC成員。我們持續地願意提供協助。過去我們曾捐贈口罩與其他醫療物資予其他APEC成員，現在也準備好與你們分享我們抗疫的知識。
同時，我們也需要幫助！目前我們的疫苗注射覆蓋率低於20%。雖然美國與日本已慷慨捐贈疫苗，我們的民間機構也已成功採購一千萬劑，我們仍然需要更多數量的疫苗，而且需要儘快取得！其他多數的APEC成員也需要幫助。我們需要向目前擁有並生產超過他們自身所需疫苗數量的APEC成員尋求協助。
針對疫後經濟復甦，中華台北敦促APEC成員，在考慮重要國家安全需求後，彼此間及與全球進行自由貿易。
在過去70年，自由貿易使多數APEC經濟體蓬勃發展。自由貿易僅是各APEC經濟體貢獻自己的競爭優勢，而其他APEC成員藉此受惠的方法。
然而近來，我們很關切要求「境內」半導體晶片自給自足的趨勢。我們必需指出，過去數十年的自由貿易大幅促進半導體技術發展。因此，越趨複雜的技術致使供應鏈走向「境外」。
試圖讓時光倒流是相當不切實際的，如果嘗試讓時光倒流，不僅成本將會提升以及技術的進步可能放緩。在花費了數千億與許多年的時間之後，結果仍將是無法充分自給自足且成本很高的供應鏈。
我們認同國家安全的顧慮確實存在，也相信針對國安應用，在國境內存有一個能夠自給自足的供應鏈是審慎的作法。然而，針對規模大得許多的民間市場，一個基於自由貿易體系的供應鏈是最好的作法。
總結來說，針對新型冠狀病毒（COVID-19）疫情，中華台北能夠協助，我們也願意、並準備好以自身的知識與經驗提供協助，但也和其他許多APEC成員一樣，需要儘快取得更多疫苗。關於疫後經濟復甦，中華台北敦促在考慮關鍵國家安全需求後，應該採取自由貿易。

《The First Soldier》

《Final Fantasy VII 重製版 Intergrade》

去年4月推出且叫好叫座的《Final Fantasy VII重製版》，這次並沒有公佈第二部消息，倒是宣布將於PS5推出強化版《Final Fantasy VII 重製版 Intergrade》，除了提升畫質同時追加全新內容。

其中最受矚目的莫過於原作中必須離開米德嘉才能入手的同伴女忍者「尤菲」，並將同步推出以「尤菲」為主的兩個全新章節；奉「五臺」密令行動、披著莫古里披風的少女尤菲，目標是神羅公司正在研發的究極魔石。究竟她會和主角群們展開哪些有趣的互動，劇情會不會跟原作有所差異，相信都是非常值得關注的焦點喔！

本作將於2021年6月10日於PS5登場，原有的PS4版遊戲可以免費升級為PS5版，PS4存檔也可以轉移到PS5使用喔。

《Final Fantasy VII Ever Crisis》

SQUARE ENIX會被稱作手遊天尊真的不是沒有道理，光是《Final Fantasy VII》這個IP，就可以推出重製版、加強版、手遊大逃殺，現在還來個Q版風格另類重製版，裁判可以讓人這樣賣了又賣嗎！

這款名為《Final Fantasy VII Ever Crisis》手遊，是章節制單人遊戲，將承襲《Final Fantasy VII 重製版》故事內容，並且以接近原作的Q版風格來詮釋；戰鬥方面則是接近《Final Fantasy VII 重製版》的等比例寫實風格與即時動作戰鬥。此外將收錄來自所有《Final Fantasy VII》系列衍生外傳劇情，讓玩家體驗最完整的故事！

本作預計2022年於手機雙平台上市，估計會採取付費買斷制的方式推出，而且應該會有繁體中文版，感興趣的玩家可以持續關注喔！


《佛雷迪的五夜驚魂：安全漏洞》（Five Nights at Freddy's: Security Breach）

先前才跟大家介紹過的《五夜驚魂》系列最新作《佛雷迪的五夜驚魂：安全漏洞》，終於在今天釋出了首部遊玩宣傳影片。

這次舞台將不再只是小比薩店，而是巨大的複合家庭娛樂中心，比起先前系列，遊戲內容將會更加豐富，從影片中大家也能看到本次遊戲的實機畫面，究竟這次玩家能否在恐怖玩偶的追殺下逃出生天呢？這就讓我們一起期待遊戲正式上市的那一天吧。

《奇納：靈魂之橋》（Kena:Bridge of Spirits）

接下來這部看似很像迪士尼動畫的作品，是款來自「Ember Lab」開發的全新動作遊戲，故事講述一名年輕的靈魂嚮導來到了一座廢棄村莊尋找聖山神廟，並努力在這座森林中發掘埋藏的祕密。

玩家在遊戲中將與一種可愛的黑色靈魂夥伴「腐靈」一起展開冒險，玩家也能切換各式各樣不同的武器，或是使用強大的技能與敵人進行戰鬥，整體打擊感還算不錯，遊戲預計2021年8月24日上市，喜歡動作遊戲的你，不知道會不會心動呢？

《死亡循環》（Deathloop）

《死亡循環》是款第一人稱射擊遊戲，遊戲舞台在一座名為「黑礁」的法外之島，玩家要選擇扮演「寇特」或「茱莉安娜」這兩位超級殺手中的一位，而另一位將成為追殺你的敵人。為了終結這個永恆的死亡循環，玩家要暗殺8個關鍵目標，而敵對殺手就會來暗殺你來保護和重啟循環，如果失敗了只能一死重新再來。隨著全新遊戲影片釋出，各位玩家可以好好期待這款緊張刺激的追殺遊戲囉！

《袋狼大進擊 4：時空之旅》（Crash Bandicoot 4: It's About Time）

《袋狼大進擊4：時空之旅》是《袋狼大進擊》系列三部曲後，睽違20多年的最新作品，故事中大反派Neo Cortex和N.Tropy將再度回歸，他們準備侵略這個宇宙以及所有的平行時空，玩家要操作克拉修和可可等人，收集4個量子面具來扭轉現實拯救世界。

這次順應PS5主機規格推出的強化版，將支援4K 60FPS的超高畫質輸出和強化3D音效，PS5行動分頁卡功能也可以讓玩家直接從系統介面進入遊戲中的各種模式遊玩，讀取也會更加快速。原本舊PS4版本的玩家從3月12日起也可以免費升級為PS5版本，不過首先是你要有PS5啦！


《死亡回歸》（Returnal）

《死亡回歸》是一款科幻題材的第三人稱動作射擊遊戲，玩家要扮演主角「瑟莉妮」迫降到一個會不斷改變形體的神祕星球上，為了逃離遺留古代文明的荒蕪之地，玩家要不斷四處探索，並在重生與死亡的旅程中邁進。

最新影片可以看到深入主角記憶片段世界的場景，在較為含蓄隱晦的故事中，玩家會聽到各種語音紀錄和看到不同的現實片段，各種元素相互交織堆疊出層次豐富的劇情。本作針對PS5性能打造，其細膩精緻的視覺效果一定能讓玩家感到驚艷，隨著記憶拼圖漸漸完整，主角與這星球背後的真相也將逐漸解開。


《Solar Ash》

《Solar Ash》故事描述主角身處於一個超現實的世界，為了避免自己的故鄉，被巨大的黑洞吞噬，展開了冒險旅程。在遊戲中主角像是穿上了滑板鞋，在地圖當中移動穿梭，基本的高速移動之外，有些場景還需要玩家攀爬和跳躍。

玩家除了需要收集資源之外，同時也將面對許多敵人，戰鬥方式非常簡單直覺，高速移動與流暢的攻擊方式，充滿了無比的爽快感！在地圖關卡當中，也會出現超巨大BOSS，靠著你的操控能力，擊退BOSS吧！遊戲預定在今年推出，你是不是也很期待呢？
