    布林肯宣佈對24個去年已被制裁的人大及港共人士擴大制裁，跟去年10月14日蓬佩奧將林鄭、駱惠寧等10個人擴大制裁的原理是一致的，是將總統行政命令13936號的目標正式納入《香港自治法》5a條規管，象徵國務院回應國會向其負責，算是蕭規曹隨，既定程序。由於制裁名單沒有新增對象，所以布林肯在擺出姿態同時亦可以控制傷害。

    因此，布林肯所做的是滿足《香港自治法》的要求，網站列出了那14個人大副委員長、譚耀宗和另外那些國安公署高層的身份資料，是對應了5a條「甄別身份提交報告」的要求。聲明行文與10月14日的擴大制裁相近，當中的另一個懸而未決亦關係香港地位的重點，是美國會否對金融機構實施二級制裁，肇因報告一直隱忍不發，中共便放風要求銀行不需要理會，港府亦壯膽說措施不適用於香港。故此，今次美國對24人的擴大制裁，所考驗的就是國際金融機構的取捨。

    接下來要看的，是外交部趙立堅的回應，因為暫時未能確定拜登的施壓措施是不是中美協調過後的結果。中共也知道美國民主黨政府怎也要做些事，絕不能顯出老朋友的樣子，完全撤走對華制裁是不設實際的希望。所以，王毅和楊潔篪在18號前往阿拉斯加跟布林肯會談的重點，就是中國願意接受美國繼續擺出強硬姿態的同時，美國能否「在實際上」與中國恢復外交和貿易關係。這就是所謂的「雙向而行」。換句話說，拜登之前所講的「戰略性忍耐」，實情是中美共同實施。

    所以，美國外交便會出現一種先兵後禮的怪象，中共需要的正是「沒有後兵」的保證。當趙立堅前日被問到如何看待美日合作制華的問題，他的答法非常有詭：

    「美日進行交流合作，應有助增進國家之間的相互理解與信任，有利於地區國家間的團結合作，以及亞太地區的和平與穩定，而不應針對第三方或損害第三方利益。」

    傳媒都拿最後一句做標題，但重點反而在前面。對於布林肯和奧斯丁的日韓印制華之旅，連日來輿論上的施壓，中共竟然一句狠話也沒有，還予以至高的肯定，認同美國新政府新舉動有助亞太和平穩定——這不是外交上示弱，而是中國把面子給足了拜登。引伸的意思是，18號之前所發生的這些事，都在彼此的默契之中，不需要放在眼內。

    布林肯在見王毅前加強制裁香港，香港人必須跟趙立堅的回應和18號和談的結果一併來看，才可知道究竟發生甚麼事。美國正在返回公式外交，中國最喜歡的就是公式，因為這代表一切都是可控。看看藍韜文的最新訪問，你就知道甚麼是Strategic Blinking。
