Today I handed a valedictory letter to another close comrade, Minister Khaw Boon Wan. He has been in my Cabinets since the beginning, and it is with sadness that I accepted his retirement ahead of this GE.

Boon Wan has made immense contributions to Singapore, and left deep impressions on those he worked with, including me personally as a dear friend. In fact, it was Boon Wan who suggested in 2012 that I venture into social media. But for him you might not even be reading this here on my FB Page!

No task was ever too daunting for Boon Wan. He was in the Ministry of Health when SARS hit us. The hard lessons we learnt from SARS prepared us to deal with COVID-19. Later as the Minister he reformed MediShield and MediSave, and introduced ElderShield, thus keeping healthcare affordable for all Singaporeans.

As Minister of National Development, he ramped up the HDB building programme, reducing BTO waiting times.

As Transport Minister, and later Coordinating Minister for Infrastructure, Boon Wan tackled one of his biggest challenges – the reliability of the MRT system. He succeeded in his own quiet and unassuming way, apparently effortlessly but actually through a prodigious amount of hard work.

Boon Wan had a special knack of explaining nettlesome issues to Singaporeans. His colleagues could always depend on him for generous and sound advice. I am happy that he has agreed to continue sharing his experience and wisdom even after retirement.

On behalf of all Singaporeans, and especially residents in his Sembawang constituency, I thank Boon Wan for all that he has done, and wish him a happy, healthy, and well-deserved rest. We are deeply grateful to him, and his dauntless spirit is an inspiration to us all.

    107學年度畢業典禮 臺大畢業生代表 臺文所 戴思博

Valedictory Address by Bart Dashorst (Postgraduate Major in Taiwanese Literature)

    校長,各位教授,各位貴賓,各位同學,大家好。

I am Bart 戴思博 from the Netherlands, currently a fourth-year master's student at the Graduate Institute of Taiwan Literature. It is my honor to have the opportunity to represent NTU's international students here today.

If you ask me why I came to Taiwan to study Taiwan literature, I'd have to go back five years to when I was an exchange student here. At the time the Sunflower Movement was taking place, which left me with a very deep impression. This was an eye-opener for someone like me who was originally not interested in politics, and made me want to learn more about Taiwan culture and Taiwanese people's spirit of resistance. Since I have always been interested in literature, choosing to do a degree in Taiwan literature was the most obvious choice. I did not expect, however, that doing graduate school in Taiwan would be so difficult. It wasn't just the language that was challenging, it was also an intellectual challenge. Even so, being able to get to know so many outstanding teachers and students has been a real privilege. I have moreover had the chance to be a teaching assistant for various courses, and the frequent exchanges with Taiwanese and international students have also contributed to my own academic development.

My deepest impression during my several semesters as a teaching assistant, was when I was TA for a course on Taiwan's museums. This course introduced Taiwan's culture and history through museums and was taught in English, so half the students were international, half were Taiwanese. We also took trips to museums, and the one that left the deepest impression, was the National 228 Memorial Museum. At the time I helped the museum director translate, which was a real test of my Mandarin proficiency, but more importantly, the museum allowed me to learn how big the influence of the 228 Incident was on Taiwan's society. Through discussions in our class I also learned how different countries deal with national traumas they have gone through. This experience influenced the direction of my own academic research.

Secretary-General Lee Hsien Loong: PAP MPs gathered to honour Yaacob Ibrahim, Lim Swee Say, & Lim Hng Kiang at an appreciation dinner tonight. All three have stepped down as ministers, after serving for many years.

Making changes to the Cabinet is one of my most difficult, but essential responsibilities as PM. Difficult emotionally too, as it is not like moving pieces on a chessboard, but involves colleagues, comrades, and close friends. I have known Yaacob for nearly 20 years, and Hng Kiang and Swee Say for 40+, in fact since before we entered politics. In terms of ministerial experience, we are losing 70 years of solid, battle-tested experience.

My valedictory letters to the three recounted some of the ups and downs we went through together, as well as critical occasions when I depended on their judgment and steadfastness (bit.ly/2I2W9Oi).

Yaacob, Swee Say, and Hng Kiang still have much to contribute. But they have graciously agreed to retire, to let younger Ministers take over, so that leadership renewal can make progress.

This is how the PAP works. Our duty is not only to look after the country well while in office, but also to ensure that the country continues to be in good hands after we leave. We must prepare a new generation of leaders to take over from us, then hand over to them in good time, to let them build on the work we have started. This is stewardship.

I’m glad that Yaacob, Swee Say and Hng Kiang will continue to serve Singapore in other roles. I trust that they will continue to help the younger ones, and to provide ideas and feedback to the team. I look forward to the three of them remaining active for many years to come! – LHL
