Jesus promised the repentant robber at the cross that he would be with Him in Paradise on the same day which they died:

“And he was saying, “Jesus, [please] remember me when You come into Your kingdom!” Jesus said to him, “I assure you and most solemnly say to you, today you will be with Me in Paradise.”” (LUKE 23:42-43 AMP)

In Hebrew:
“And he was saying, Yehoshua, remember me when you come into your Malchut. And Rebbe, Melech HaMoshiach said to him, Omein, I say to you, hayom (today) with me you will be in Gan Eden.” (Lukas 23:42-43 OJB)

Jesus literally told the robber that “today with me you will be in the Garden of Eden”!

“Paradise” (in Greek “paradeisos” which also means pleasure garden) cannot be in the highest part of heaven where God’s throne is because Jesus only ascended to the Father after His resurrection:

“Jesus said to her, “Mary!” She turned and said to Him in Hebrew, “Rabboni!” (which means, Teacher). Jesus said to her, “Do not hold Me, for I have not yet ascended to the Father; but go to My brothers and tell them, ‘I am ascending to My Father and your Father, and to My God and your God.’” (John 20:16- 17 AMP)

So the place where Jesus (as a departed soul) and the repentant robber went after their deaths on that same day, is the Garden of God located in the third heaven.

This is doubly confirmed by what Paul wrote about the third heaven:

“I have da'as of a man in Moshiach arba esreh shanah (fourteen years) before, whether in or out of the basar I do not have da'as, Hashem knows--such a man was snatched up and raptured to the raki'a haShlishi of Shomayim. And I have da'as that such a man, whether in or out of the basar I do not have da'as, Hashem knows, That he was caught away into Gan-Eden and heard inexpressible dvarim which to utter such words Bnei Adam have no heter (permit).” (Kehilah in Corinth II 12:2-4 OJB)

The location of the Garden of God (Gan Eden) is in the third expanse of the heavens (raki'a haShlishi of Shomayim). The Garden could be just one of the places in the third expanse of the heavens.

As the Orthodox Jewish Bible version in Hebrew suggests, Paul was first snatched up to the third expanse of the heavens. Then he was caught away into the Garden of God which is in the third expanse of the heavens.
