英國新外相，Brexit主攻手Boris Johnson最近在美國國務卿John Kerry訪英的記者會上被紐約時報記者問好多尷尬問題。本來EQ甚高，城府不淺的Johnson都finally lost his cool，唉。
尷尬問題一例：
"You have an unusually long history of wild exaggerations and frankly outright lies that I think few foreign secretaries have prior to this job. I’m just wondering how Mr Kerry and others should believe what you say considering this very, very long history."
難怪不少人猜測Theresa May推Johnson為外相其實是為了「跣9佢」。
另外，不得不提Boris Johnson的文字功力，同Yes Minister裡的Sir Humphrey Appleby有得揮：
"There is a rich thesaurus of things that I have said that have one way or the other I don’t know how that has been misconstrued. Most people when they read these things in their proper context can see what was intended, and indeed virtually everyone I have met in this job understands that very well particularly on the international scene. We have very serious issues before us today we have an unfolding humanitarian crisis in Syria that is getting worse. We have a crisis in Yemen that is intractable and a burgeoning crisis on Egypt and those are to my mind far more important than any obiter dicta you may have disinterred from 30 years of journalism.”

又是時候澄清下，所謂終審法院前首席法官李國能曾判定丁權納入在基本法第40條保障中的說法，先要理解前文後理，請勿跟車太貼。
//翻查判辭，代表原居民的大律師以基本法第40條作抗辯，但法官認為第40條所指的「權益」，是包括原居民的「多項財產權益」及「男性原居民根據所謂丁屋政策而獲批的土地有關的利益」，但不包括可限制非原居民的政治權利。但須知，這一點只是法官在判辭中「附帶意見」（obiter dictum），對下級的法院不具約束力，亦非該案的關鍵，李國能法官並未在判辭中就此再加以闡述或辯論，故不應輕率地把此理解為「基本法第40條包括丁權」。仍然不斷引述此充當丁屋政策不證自明的法理基礎，乃混淆視聽。//
討論丁屋政策去留問題，請先了解事實。
鄉議局拒絕承認丁屋政策原意是為滿足原居民自住，亦清楚基本法四十條包丁權之說從未釐清。誤導太多，不能再混淆視聽。
似乎無論是鄉議局、政府及關心丁屋政策的普通市民，都正期待有更清楚的法理、歷史與事實釐清，以探究丁屋政策的未來。
