    在被判定為『優良少年』的年輕人將得以存活，而不被社會所認可的『不良少年』則將在自己生日那天被東京政府所『清除』而這就是『新世紀 國家促進法』。 ( Natural Selection Law )然而也有許多人發現來自富裕家庭的孩子們，就算自己不爭氣與努力，依舊不會在這格社會所淘汰，反觀部分出生貧窮的孩子們，需要花費更多 的力氣去競爭，在這種過度畸形的競爭下，新生了另一種新的服務，由SHIYA ROBOTIC ( 四谷機械 )的離職員工所發起的Free Fighter Union ( 簡稱FFU )，他們接受暗殺活動，執行他們認為的正義與生命的價值。
