全球晶片短缺，波及汽車和電子產業，世界多國政府透過補貼企業的方式來興建晶片製造廠房，以降低對台灣生產的依賴，包括美國、歐盟和日本政府都考慮斥資數百億美元興建晶圓廠，因擔憂全球3分之2先進晶片的生產都集中在台灣。美國1高級將領日前對國會議員指出，中國攻占台灣已成為太平洋最大的軍事隱憂，中國也向晶片產業提供可觀的補貼，以降低對西方技術的依賴，包括在2019年設立規模達290億美元的投資基金，促使各界議論西方國家也必須跟進，需在亞洲之外興建晶片製造廠的聲音，促使台積電和三星電子計畫赴美設廠，爭取高達300億美元的補貼。Intel日前也宣布，將重返晶圓代工市場，在亞歷桑納州和歐洲分別設立2座和1座晶圓廠，佳能、東京電子和Screen Semiconductor Solution等3家日本企業，將與日本產業技術總合研究所（簡稱產總研）合作，攜手研發2奈米晶片，而日本經濟產業省將提供約420億日圓（3.85億美元）的資金援助，且將和台積電等海外廠商建構合作體制，以重振日本處於落後的先進半導體研發，這種由各國政府帶頭，重組半導體產業的風潮，可能扭轉述十年來美國和歐洲半導體公司將晶片製造外包給台灣和南韓的趨勢。

但專家警告，此舉可能重蹈1970年至1980年代晶片過度生產的情況，導致價格崩跌，大量半導體公司倒閉，半導體產業研究機構VLSI Reserch執行長Dan Hutcheson表示：「我們現在處在每個國家都想建立自家晶圓廠的局面中，我們將由全球互相連結，變成處處都看得到垂直的孤島。」

如果各國政府興建晶圓廠的計畫過關，全球半導體產業可能像1970年代和1980年代的光景，當時每個國家都認為，晶片對其通訊和國防至關緊要。但Hutcheson說，其中的風險在於，全球將興建過多的晶片製造產能，導致價格崩跌，摧毀大量半導體公司，這與1980年代的價格崩跌導致晶片工廠從澳洲倒閉到南非類似。

Hutcheson指出：「從納稅人的角度來看，這確實是一個問題，我們是否真的要發起另1場冷戰，半導體晶圓廠等同於核武器，而我們卻在浪費這些資源？」

台灣半導體產業協會（TSIA）理事長劉德音提到，半導體晶片短缺不論在哪個國家生產都會有這些因素，希望世界對台灣不要有誤解，有人說因為晶片都僅在台灣製造有關，但其實今天的短缺，無論在哪邊生產，短缺都會發生，希望世界對台灣不要有誤解，現在晶片短缺有三個主要原因，第一，中國武漢肺炎導致供應鏈庫存堆積。

第二，則是不確定因素增加，來自美中貿易戰使供應鏈與市場占比的轉移，其他競爭者預期華為因制裁失去市占後可以拿到更多市占，這些不確定因素導致重複下單，實際產能其實大於真正市場需求。

第三，中國武漢肺炎疫情加速數位轉型，工作與生活型態改變。

中國正在大舉投資電腦晶片，並加大培養本土人才的力道。在與美國的科技貿易戰中，中國加快了尋求技術獨立自主的步伐，今年以來，中國半導體企業透過首次公開募股（IPO）、私募籌資和資產出售等方式，已籌集了近380億美元的資金，是去年總額的兩倍多，企業註冊跟蹤機構天眼查（Tianyancha）的數據顯示，今年有五萬多家中國企業註冊了半導體相關業務，數量創下新高，是五年前註冊總數的四倍。

這些企業中有些公司和晶片業關聯甚少，比如房地產開發商、水泥生產商和餐飲企業，它們都將自身重塑為晶片公司，以期與國務院8月推出的為半導體企業提供稅收減免和政府資助的計劃扯上關係，半導體企業激增的狀況與中國近期出現的其他熱潮類似，包括對電動汽車、房地產、P2P貸款和太陽能電池板的投資狂潮，其中部分引發了泡沫或非理性支出，促使中國最高經濟規劃機構對不明智的商業活動發出警告，一些沒經驗、沒技術、沒人才的「三無」企業投身集成電路行業，個別地方對集成電路發展的規律認識不夠，盲目跟上計劃。

半導體產業協會（Semiconductor Industry Association）表示，全球市場的晶片供應只有5%來自中國企業，中國的晶片也遠不如台灣和美國同行先進，落後五年甚至更多，Trump採取措施，阻止向華為技術有限公司（Huawei Technologies Co.）和中興通訊股份有限公司（ZTE Co.）出口關鍵技術，此舉促使中國企業爭相尋找國內半導體來源；此類微型處理器對智慧型手機、汽車和其他中國出口產品的製造商越來越重要，這是一個供應鏈安全的問題，你不知道什麼時候就會被美國列入黑名單。

自1950年代以來，中國北京當局已花費數以十億美元計的資金來培育國內晶片行業，先是透過中央規劃，然後藉助外國合資企業。人才瓶頸、投資不慎和繁瑣的官僚主義先前阻礙了該產業取得成功，這一次的不同之處是美中科技戰，這場交鋒大大加強了中國取得突破的意願。最新的行動也更多依賴私營部門的專長，而不是過去主要由國家驅動的方式。

華為表示，由於美國的制裁，其智慧型手機的處理器晶片即將用完。該公司創始人任正非強調，需要一個強大的國內晶片產業，華為今天遇到的困難，是華為設計的先進晶片，中國基礎工業還做不出來。

中國六個省（區）承諾在半導體領域投資約130億美元，中國公司也在加大晶片投資力道，其中包括電商巨頭阿里巴巴集團控股有限公司（Alibaba Group Holding Ltd.）和電動汽車製造商比亞迪股份有限公司（BYD Co.），但幾個備受矚目的中國計劃已經失敗，其中包括中國政府和美國晶片製造商之間的兩個計劃。

總部位於聖地牙哥的Qualcomm Inc.與中國貴州省共同建立的一家伺服器晶片生產合資企業在成立三年後關閉，而加州聖克拉拉的Globalfoundries Inc.在中國成都建造一座先進晶片生產廠的100億美元投資計劃也告吹，法庭文件顯示，在中國南京，一個打算投資30億美元建設兩個晶片生產設施的計劃在其投資者6月份進入破產程序後被迫終止。

Rage 2 (stylized as RⒶGE 2) is first-person shooter video game developed by Avalanche Studios in conjunction with id Software and published by Bethesda Softworks. The game is the sequel to the 2011 game Rage. The game is set to be released for Microsoft Windows, PlayStation 4 and Xbox One on May 14, 2019. It received mixed reviews from critics who praised shooting mechanics, but criticized the cliched plot and generic gameplay.

Rage 2 is a first-person shooter. Players assume control of a ranger named Walker, who is free to explore the game's apocalyptic fiction open world. Players are given control over some of Walker's attributes, such as their gender, skills, or attire. Walker is able to wield various firearms and tools to fight against enemies, including returning weapons such as the wingstick. Players can develop Walker's skills with Nanotrite-based powers. Through a mode called Overdrive, Walker's guns do more damage, enemies drop more energy and they get healed constantly — providing players with an aggressive way to mow down enemies. Nanotrites from the first game, which act as special powers and ability boosts, can also be used to increase combat efficiency. The game also features vehicular combat, including trucks, buggies and gyrocopters, with the player being able to drive any vehicle in the game's world.

For this video, we headed back to Little Sheep Hot Pot at Orchard Gateway to again DESTROY a premium Wagyu hotpot! Little Sheep is a hot pot-style restaurant chain that specialises in various prime cuts of meat, especially lamb. It does not offer a buffet option as many hotpot places do, but provides high-end ala carte choices for the hungry customer. We brought with us a special guest star, Yuqing (@b1gqing), a mega IG personality and budding Youtuber.



We ordered their main 2 broths: a traditional herbal broth, which comprised of over 20 spices and aromatics, with numerous whole cloves of garlic floating on top and designed to eliminate any “gamey” flavour and smell from lamb, and a spicy mala broth that was deep red due to a thick layer of chilli oil on top and with bits of dried chillies and Szechuan peppercorns with every ladleful.


I found that the meat went best with the traditional broth which was wonderfully flavourful, complementing the meat well and it was worth alternating with the mala broth which had a decent kick to it but was not overpoweringly spicy.


The star of the feast was of course, the choice cuts of meat given, including the supremely marbled wagyu beef and the invitingly aesthetic lamb. Every piece of meat was gorgeously presented and thinly shaven, so they cooked within seconds in the simmering cauldron of ambrosial broth with barely any chewing needed to swallow the cooked pieces. To round off the meal, we again washed down the meat with Draft Denmark, a beer which was mildly flavoured and easy on the palate.


As always, it was a fantastic experience and I would recommend it to all whose wallet permits.
