從昨天看到 World Health Organization (WHO) 記者會到現在，我歷經了許多情緒上的高低起伏，本來想在粉絲專頁上寫的文章，打了又刪，刪了又打，好險，台灣有個令人驕傲的女孩 林薇Vivi 用完美的英文跟理性，寫出了對 Tedros Adhanom Ghebreyesus 的公開信。

很多媒體已經抓出了，WHO在過去各個時間點，錯過了控制疫情的黃金時間，並且各種偏向中國的證據，川普也揚言要抽回對WHO挹注的資金，就是因為美國是出資大國，但世界衛生組織卻不知為了什麼神祕的原因繞著人民幣生產國打轉。

社交媒體上已經夠多抨擊譚德塞的文章，但是，2300萬人的口水是淹不死他的，人家可以用更多的人民幣把口水擦乾，你奈他何？

於是，今天我們要來談談，怎麼吵架，以及以我在聯合國實習的相關經驗，告訴大家，要怎麼讓聯合國體系的組織，聽到台灣人的聲音。

首先，請大家記得，吵架的時候要針對事情的核心據理力爭，當你開始顧左右而言他、或是攻擊別人的種族、文化、膚色的時候，你很容易把手上的好牌打輸，而且是輸得難看的那種。

今天譚德塞很明顯地不適任，我們要攻擊的，是他在台灣通報WHO疫情的時候置之不理，要抨擊的，是他在二月的時候要求全世界不應該對中國下旅遊禁令、且稱疫情可控，但是四月的現在，全球已經有超過150萬人確診、經濟受到重創。

光是這些，就足以證明他不適任，但是無論是在他的推特帳號下，或是我的社群上都可以看到很多人在批評他的膚色跟種族，這種攻擊是不對的，而且，也變成他在國際社會裝可憐、好委屈的把柄。

當然，有考過GMAT的人，就會知道譚德塞犯了很嚴重的邏輯謬誤，一來，不是有台灣人罵他黒鬼就代表整個台灣對他發動攻擊。二來，他毫無證據是台灣政府發動了攻擊。三來，罵他的根本不只有台灣人，難道他能說川普也是台灣人嗎？還是台灣官員煽動了美國總統川普？

大家掌握了，吵架就要針對事情吵的重點之後，現在我們來談談，怎麼讓WHO聽到我們的聲音。

在聯合國總部，有一個Media Monitoring Unit，也就是我之前實習的部門，負責監測聯合國體系組織的媒體報導，也有另一個Social Media部門，負責監測社交媒體上的聲音。

所以對Media Monitoring Unit來說，你們台灣的一般人再多，這聲音都是會被屏蔽在外的，請讓我再次呼籲，台灣需要「長期」培養更多「英文媒體」，因為，雖然聯合國內部有監測六個官方語言的媒體，但只要上層一聲令下，用繁體字的媒體的聲音可以不被在乎（這故事我下次再說吧，但是我在的時候真的有長官打了電話來說不要關注台灣媒體），所以我們的媒體必須用英文，用每個人都能懂得語言，抓住更多國際上的人的注目，在需要的時候，才能迅速的把台灣的聲音，傳遞出去。

那如果真的很想在社交媒體上，讓WHO聽到我們的聲音，該怎麼辦呢？

首先，內部會監測的分別是Twitter, Instagram, Facebook三個平台，當然，如果你的發文沒有設定公開、只限定朋友看到，WHO就不可能聽到你的聲音。

另外，在此呼籲政府機關、各大媒體社群帳號的小編，比起用#，直接@對方，是最有用的方法。因為據我所知，聯合國體系在監測社群的時候，因為分析軟體的限制，只會追蹤特定帳號的人設下的Hashtag，也就是說，一般人寫再多的 #Taiwancanhelp 效果都可以說是微乎其微，所以一定要直接tag對方、還有這個組織。

以下是我拿總統蔡英文的回應來示範，請大家掌握以上原則，祝吵架成功。

I strongly protest the accusations today that Taiwan is instigating racist attacks in the international community. Taiwan has always opposed all forms of discrimination. For years, we have been excluded from international organizations, and we know better than anyone else what it feels like to be discriminated against and isolated.
　　
Taiwan is dedicated to the values of freedom, democracy, diversity, and tolerance. We do not condone the use of racist remarks to attack those with different opinions. If Director-General Tedros could withstand pressure from China and come to Taiwan to see Taiwan’s efforts to fight COVID-19 for himself, he would be able to see that the Taiwanese people are the true victims of unfair treatment. I believe that the WHO will only truly be complete if Taiwan is included.
