Although the Japanese economy developed rapidly after WW1, it was mostly benefiting the zaibatsu and capitalists. Most of the people living in rural villages were living a hard live. Some of the peasants even had to sell their agricultural land due to the fact that they failed to pay the heavy land tax. At the same time, the working environment of workers in cities was extremely poor. They had to work for long hours and received limited remuneration. Also, they were exploited by the factory owners as no protection was provided by the society. Worse still, in 1917, the October Revolution sparked off in Russia which showed the success of the grass roots in bringing down the capitalists. Therefore, the grassroots in Japan were agitated in starting a riot.

In 1918, the price of rice increased continuously. Normal citizens could not afford such a high price in purchasing rice. On 23 July, the wife of fishermen in Toyama demanded those shops selling rice to reduce the price of their products. Originally, this was a peaceful petition. However, with the spread of news and the discontent of Japanese towards the high rice price, the incident turned to be a riot, robbery, and even assaults on police stations and governmental organizations. Number of participants rose to more than 2 million people. The incident lasted for about 2 months and it was a riot with the largest scare in Japan modern history.

After the incident, the cabinet of Terauchi Masatake was forced to step down. Next, Hara Takashi formed a cabinet and it was the first cabinet with members from the same political party.
